Subcommittee on Modernization and Innovation Requests Funding for Service Academy Nomination Portal and Dashboard

WASHINGTON: Today, Subcommittee on Modernization and Innovation Chairwoman Stephanie Bice (OK-05) announced the Subcommittee has formally requested Modernization Initiatives Account (MIA) funding to support the development and implementation of a Service Academy Nomination Portal and Dashboard.

The Nomination Portal and Dashboard is a first-of-its-kind effort to digitize and streamline the process of requesting and managing Service Academy nominations. A public-facing nomination portal will make it easier for applicants to submit support documents and track the progress of their applications, and an internal-facing dashboard will help staff organize, review, manage, and track application packets.

“Nominating constituents to our nation’s Service Academies is one of the most rewarding and important constituent services Members provide,” said Chairwoman Bice. “The Service Academy Nomination Portal and Dashboard will allow Members to maintain their own unique processes for managing nominations while providing them with modern, secure, web-based tools for streamlining and automating tasks.”

Background:

The Service Academy Nomination Portal and Dashboard directly addresses a recommendation (#156) made by the Select Committee on the Modernization of Congress, directing the CAO to “develop or provide optional in-house technology solutions to district offices to improve casework and other services,” including an automated process for managing service academy applications.

The MIA was established in the FY 2021 Appropriations Act to fund initiatives to modernize House operations.

ActBlue CEO Invited to Testify in Public Hearing

WASHINGTON – Today, Committee on House Administration Chairman Bryan Steil (WI-01) sent a letter to ActBlue CEO Regina Wallace-Jones requesting her testimony in a public hearing over fraud concerns on the Democrat fundraising platform.

Earlier this week, the Committee on House Administration, the House Judiciary Committee, and the House Committee on Oversight and Government Reform issued a joint report detailing the mass exodus of compliance and legal staff at ActBlue following the 2024 election. The report also revealed that every current or former ActBlue employee who participated in joint committee depositions asserted their Fifth Amendment right during questioning.

This follows a bombshell report from the New York Times earlier this month alleging Ms. Wallace-Jones may have intentionally misled the House Administration Committee shortly after Chairman Steil launched this investigation in 2023.

The hearing with Ms. Wallace-Jones is scheduled for Tuesday, May 19, 2026, at 10:00 a.m. ET.

Excerpts from the letter read:

“As you are aware, the Committee (in conjunction with the Committees on the Judiciary and Oversight and Government Reform) has been investigating ActBlue’s donor verification policies and procedures, including the platform’s fraud prevention services since October 2023.”

“The Committee is considering potential legislative reforms to address fraudulent and illegal political donations made using online fundraising platforms such as ActBlue.”

“As Chief Executive Officer of ActBlue, the Committee believes you may have information pertinent to its investigation. Based upon recent reporting, it appears that ActBlue’s production to the Committee’s July 2025 subpoena was deliberately incomplete.”

“There are outstanding questions about whether and how ActBlue has remedied its ‘fundamentally unserious approach to fraud prevention.’ Accordingly, the Committee requests your prompt assistance in providing information vital to its oversight and investigatory duties.”

Chairman Steil Delivers Opening Remarks at Full Committee Markup

Chairman Steil's full opening statement:

Today, the Committee on House Administration will?consider?legislation to address staffing shortages with the U.S. Capitol Police.

I would like to thank my friend, Ranking Member Morelle, for your collaboration on this important legislation.

Under current law, officers are forced to retire at?age?57, unless they receive a waiver from the?Capitol Police?Board.?

With a?waiver,?officers?may?continue working until they?are?age?60.?

Our?nonpartisan?legislation?extends the waiver timeline.?

Under the bill,?the?Capitol Police Board?will?have the authority to?grant?waivers to?sworn officers until they reach 65.?

It’s?critical?that?we quickly pass this statutory change.

Right now,?nearly?60?sworn officers?are working with a waiver.??

Without this change, they?will?all?be forced to retire?in the next few years.?

That’s?the equivalent?of?more than?2 recruitment classes.??

There’s?already?staffing?issues with the force, but it?will?get far worse if we?fail to act.?

Let me also?make?clear?–?there?is past precedent?to do exactly what this bill does.??

In 2004 and in 2010, Congress temporarily raised the mandatory?federal law enforcement retirement?age from 60 to 65 to address staffing shortages at the FBI.?

It’s?also important to?emphasize?that this legislation?gives?the?Capitol Police Board discretion?when deciding who’s still fit for the job.?

The men and women of the U.S. Capitol Police?are some of the?best in nation has to offer and we have the opportunity to continue that tradition.?

These officers should not be forced?into retirement?if they can still do their job?–?especially?given the?manpower?shortages in the force coupled with?record?threats against?lawmakers.?

Again, my sincere thanks to Ranking Member Morelle for working in collaboration with us on this bill to address the staffing shortages at the U.S. Capitol Police.?

Committee on House Administration Advances Legislation to Extend Retirement Age for U.S. Capitol Police

WASHINGTON: Today, the Committee on House Administration unanimously advanced H.R. 8364, bipartisan legislation authorizing an increase in the retirement age for United States Capitol Police officers.

"At a time when threats against lawmakers and staff are at a record high, it's important we give USCP the flexibility they need to keep visitors, staff, and lawmakers safe," said Chairman Bryan Steil (WI-01). "No officer should be forced to retire when they can still do the job. I'm grateful to Ranking Member Morelle for his collaboration on this important legislation."

"The men and women of the United States Capitol Police have one of the most important and challenging jobs in the Legislative Branch. The Department cannot afford to lose a substantial number of experienced, fully capable officers solely because they reach an arbitrary age threshold," said Ranking Member Joe Morelle (NY-25). "This is a prudent, targeted step to preserve experience, maintain staffing, and help ensure the Department has the workforce it needs. For those reasons, I supported the bill."

Background:

Under current law, sworn officers are forced to retire at the age of 57 unless they receive a waiver from the Capitol Police Board. A waiver allows an officer to continue working until they are 60.

H.R. 8364 will raise the waived retirement age for USCP officers from 60 to 65.

Nearly 60 sworn officers are currently working on a retirement waiver. This figure is more than the size of two USCP recruitment classes.

The legislation will now be considered by the full House of Representatives.

New Report Details Illicit Foreign Donations and Mass Resignations at ActBlue

WASHINGTON – Today, the Committee on House Administration, the House Judiciary Committee, and the House Committee on Oversight and Government Reform released a joint interim staff report titled, "Fraud on ActBlue, Part II: Illicit Foreign Donations and a Cover-Up Spur Mass Resignations and Firings on ActBlue's Legal and Compliance Team."

The report details the mass exodus of the Democrat fundraising platform's legal and compliance teams in the months following the 2024 election. The report also reveals that the five current or former employees at ActBlue who appeared for depositions all invoked their Fifth Amendment right against self-incrimination during questioning - for a total of 146 times.

Excerpts from the report read:

"Documents produced pursuant to the Committees’ subpoenas show the collapse of ActBlue’s legal and compliance team in the months after the 2024 election. By March 2025, every member of ActBlue’s legal and compliance team resigned, was fired, or went on extended leave from the platform."

"According to subsequent media reports, this mass exodus was a direct consequence of ActBlue’s failure to deter illegal foreign political donations—which the Committees first uncovered in April 2025—and CEO Regina Wallace-Jones’s previous misstatements to Congress."

"Put simply: every member of ActBlue’s legal and compliance team appears to have left the platform after the 2024 election because of its 'knowing and willful' acceptance of illegal foreign contributions, and the subsequent cover-up."

"The Committees conducted five depositions with key ActBlue fraud-prevention and legal personnel to obtain more information about the fraud-prevention failures detailed in the Committees’ first report and the cover-up detailed here. The employees invoked their Fifth Amendment right against self-incrimination in response to every single one of the Committees’ substantive questions—146 times in total."

The release of the full staff report comes after the Chairmen sent a follow up letter to Ms. Wallace-Jones last week demanding the organization fully comply with past subpoenas.

The Committees remain committed to protecting the integrity of our elections and will take all necessary steps to get answers for the American people.

Background:

On October 31, 2023, following reports that ActBlue, a major Democrat fundraising platform, was accepting political contributions without a card verification value (CVV), Chairman Steil sent a letter demanding answers on ActBlue's practices, questioning if they are complying with federal campaign finance laws and preventing foreign and illegal contributions.

On November 27, 2023, ActBlue responded to Chairman Steil's letter saying it did not require a CVV in order to contribute on their website.

On September 6, 2024, Chairman Steil introduced H.R. 9488, the Secure Handling of Internet Electronic Donations (SHIELD) Act. The legislation prohibits political committees from accepting an online contribution unless the contributor provides the CVV and billing address associated with the card and from accepting online contributions from prepaid cards. It also adopts a top legislative recommendation from the FEC to prohibit individuals from knowingly aiding or abetting a person making a contribution in the name of another person.

On September 11, 2024, the SHIELD Act passed the Committee on House Administration by a voice-vote.

On September 18, 2024, Chairman Steil sent letters to the Attorneys General from Texas, Virginia, Arkansas, Florida, and Missouri, updating them on the Committee's investigation into ActBlue. Along with the letter, the Attorneys General received the data and evidence that the Committee has collected over the course of almost a year.

On October 28, 2024, Chairman Steil sent a letter to ActBlue demanding documents and information related to the platform's donor verification policies and potential vulnerabilities that foreign actors may exploit to illegally participate in the U.S. political process.

On October 30, 2024, Chairman Steil issued a subpoena to ActBlue for documents related to ActBlue's donor verification policies and the potential for foreign actors to use the platform to launder illicit money into U.S. political campaigns.

On December 10, 2024, Chairman Steil released findings from his subpoena of ActBlue.

On March 10, 2025, Chairman Steil and Committee on Oversight and Government Reform Chairman James Comer and Rep. Langworthy sent a letter to Treasury Secretary Scott Bessent requesting access to suspicious activity reports previously withheld by the Biden Administration.

On April 2, 2025, the Committee on House Administration, the House Judiciary Committee and the House Committee on Oversight and Government Reform released a joint interim staff report that revealed ActBlue made its fraud-prevention rules “more lenient” twice in 2024—even though there is extensive fraud on the platform, including from foreign sources.

On April 2, 2025, the Committee on House Administration, the House Judiciary Committee and the House Committee on Oversight and Government Reform sent a letter to ActBlue requesting documents and transcribed interviews.

On June 25, 2025, Chairmen Steil, Jordan and Comer issued two subpoenas, to a current and a former ActBlue employee, after they both failed to comply with the Committees' request for transcribed interviews.

On July 22, 2025, Chairmen Steil, Jordan and Comer issued a subpoena to ActBlue CEO Regina Wallace-Jones for materials related to the Committees' investigation into the fundraising platform.

On September 4, 2025, Chairmen Steil, Jordan and Comer issued subpoenas to one current and two former employees at ActBlue to appear for depositions.

On April 2, Chairmen Steil, Jordan and Comer released a statement following a New York Times report that ActBlue may have intentionally misled Congress early in the investigation.

On April 14, Chairmen Steil, Jordan and Comer sent a letter to ActBlue CEO Regina Wallace-Jones demanding the Democrat fundraising platform fully comply with the Committees’ joint investigation and turn over all previously requested material, as well as additional documents and communications.

Subcommittee on Modernization and Innovation's Request for Constituent Engagement Innovation Project Funding was Approved

WASHINGTON: Today, Subcommittee on Modernization and Innovation Chairwoman Stephanie Bice (OK-05) and Ranking Member Norma Torres (CA-35) announced that Modernization Initiatives Account (MIA) funding for a first-of-its-kind Constituent Engagement Innovation Project has been approved.

The project will aim to significantly modernize and expand how Members engage with their constituents by connecting them to innovative technologies and services and offering enhanced data sharing between applications, with safeguards to protect Member data. Rather than contractually locking in with one Correspondence Management System (CMS) for all constituent engagement needs, the Subcommittee's goal is to provide Members with the option to select from a broad range of providers for the unique services that best meet their needs.

“This project represents a major breakthrough in improving how lawmakers engage with constituents,” said Chairwoman Bice. “Having easy access to the latest tools and services for connecting with constituents can dramatically improve our district outreach efforts and ensure we are engaging constituents where they are.”

"It’s important that Congress continues to modernize with the rest of the country," said Committee on House Administration Chairman Bryan Steil. "This project will give us access to new, innovative tools to improve how we communicate and interact with our constituents. I thank Subcommittee Chair Bice for all her work on this project."

Background:
On December 17, 2025, the Subcommittee held a hearing titled, “The Future of Constituent Engagement with Congress,” where the Constituent Engagement Innovation Project was first publicly discussed. For approximately two decades, Members have had to choose from between just 3 or 4 CMS vendors for their constituent engagement needs. This lack of competition disincentivizes innovation and has left many Members frustrated with the lack of options.

The MIA was established in the FY 2021 Appropriations Act to fund initiatives to modernize House operations. The Subcommittee requested MIA funding for this project on November 20, 2025.

Chairman Bryan Steil (WI-01): In Minnesota, you have a vouching opportunity as well, right. So an individual who is registered to vote in Minnesota, could show up with up to eight individuals and vouch for them. Is that accurate?

The Honorable Steve Simon: Yes, but they are only vouching for where they live, not their citizenship or age only.

Chairman Bryan Steil (WI-01): Because it's not asked, right? I mean, they would simply check a box that would say that they are a U.S. citizen. Is that accurate?

The Honorable Steve Simon: As in almost every other state, yes.

Chairman Bryan Steil (WI-01): It's an attestation aspect. So where they live is what you could vouch for?

The Honorable Steve Simon: Correct.

Chairman Bryan Steil (WI-01): So an individual who's registered to vote in Minnesota could walk in with eight people from the Quality Learing Center, vouch that they live in Minneapolis and those individuals would then be registered to vote, would be capable of casting a ballot. Is that accurate?

The Honorable Steve Simon: Not quite, almost. I would say they have to live in the same precinct and they have to swear an oath, and that's all.

Chairman Bryan Steil (WI-01): They would have to swear to that, right? I mean, that one person could vouch for up to eight individuals that that is the case.

The Honorable Steve Simon: Just as to residents, that's true.

Chairman Bryan Steil (WI-01): Right, so then the concern is whether or not people are doing this inaccurately.

2. List Maintenance Blackout Periods

Vice Chair Laurel Lee (FL-15): Now, you just touched on something that I think is very important that I want to be sure we highlight. And this is because of the existing blackout periods, even if you have a verified death of a voter in your community that's on your voter rolls, it's correct to say that there's this time period where you can't remove them from the rolls, regardless of the fact that you verified that information. Correct?

The Honorable Scott Schwab: Yeah, that's 90 days of list maintenance that's just lost.

Vice Chair Laurel Lee (FL-15): So would it be helpful to you if that time period was shortened or changed or eliminated? What do you think would be the best approach to that blackout?

The Honorable Scott Schwab: I would like it shortened. And then certain exemptions like death. If we have a confirmed death, for example. God forbid, I was assassinated within the 90 day. It would be very public. It'd be known. But yet it's against federal law to remove me from the voter rolls. I think it should be okay to remove me in that situation or anybody else that you have a confirmed death again. It's got to be confirmed. It can't be just by rumor.

3. Voter ID Requirement in Kansas

Rep. Mike Carey (OH-15): Secretary Schwab, Kansas enacted ID voter requirements in 2012. Secretary, as far as you are aware, has the voter ID requirement been a barrier at all to voting?

The Honorable Scott Schwab: No, and the only barrier there was we had to provide a free ID. So we have someone sign an affidavit saying I can't afford an ID and the county will issue them. That's how it became a bipartisan bill. Even my Democrat, current Democrat Governor was a State Senator there and supported it.

Rep. Mike Carey (OH-15): So let's talk about it. How much would one of these voter IDs cost an individual?

The Honorable Scott Schwab: It's pretty inexpensive. I've never had a county complain that they've had to provide those.

Rep. Mike Carey (OH-15): So the individual doesn't pay anything?

The Honorable Scott Schwab: If they've signed an affidavit saying they can't afford it.

4. Using the SAVE Database for Voter List Maintenance

Rep. Mary Miller (IL-15): On July 28th, 2025 the White House invited all state chief election officials to a briefing on the Systematic Alien Verification for Entitlements, the SAVE program, which checks against multiple federal databases for citizenship, verification of registered voters. Over a dozen Secretaries of State, Republican and Democrat attended this briefing, hosted by the U.S. Citizenship and Immigration Services, were in attendance. Were you in attendance?

The Honorable Steve Simon: I don't know if that's the one I was or not. I was at the White House. I don't know whether it was July. It was hot out, I remember that, but I was at I was at a bipartisan meeting of Secretaries invited by the White House. I can't recall whether it was that one or it was in May or June, or I can't recall, but I did attend one, yes.

Rep. Mary Miller (IL-15): Are you accessing this fantastic database?

The Honorable Steve Simon: Representative, we are not. We have come to the judgment that it is not yet ready for use in Minnesota and would require our legislature to change our law.

Rep. Mary Miller (IL-15): Okay, that's really too bad because it would be helpful. And I do want to remind everybody that under Joe Biden, the border was open. We allowed unvetted people to come over the border, people that would not be eligible to have come over, pour over our border, up to possibly 20 million people. Why? Why would Joe Biden, Mayorkas and the Democrats have allowed this? It is about votes. The American people, Republicans and Democrats, support the SAVE America Act. The MEGA Act is a great piece of legislation to ensure that only eligible voters are voting in our elections, and that noncitizens are not voting. I think it would be extremely helpful and give people confidence to know that you are accessing everything available, including this database that President Trump has made available to ensure that noncitizens are not voting.

Today, the Committee on House Administration continues our oversight of federal elections.

We’ll focus on state's efforts to maintain accurate voter rolls, as well as their efforts to ensure only eligible voters are participating in our democratic process.

In January, I sent letters to 10 Secretaries of State addressing these issues.

My questions focused on key topics including:

Voter list maintenance;

Verifying eligibility, including citizenship, when registering voters;

How states identify and notify ineligible registrants of removal;

And use of the SAVE database – which the Trump Administration has made available free of charge.

Two of the Secretaries I wrote are here with us today, Kansas Secretary of State Scott Schwab, and Minnesota Secretary of State Steve Simon.

I thank each of you for your responses and for being with us today.

This Committee has the responsibility of ensuring states follow federal election law.

It’s also responsible for drafting necessary legislative reforms.

With several recent reports of potential noncitizens appearing on state voter rolls, it’s time to act.

In Ohio, 62 noncitizens were found on the state’s voter rolls with the help of the SAVE database.

In Iowa, an illegal alien was working as the superintendent for the state’s largest school system.

He was registered to vote in the state of Maryland – and was mailed a ballot.

In Kansas, the SAVE database helped identify a noncitizen who has been charged with illegally voting in three elections.

Also turns out, he was a mayor of a city in Kansas!

Just three days ago, a noncitizen was charged in Minnesota for voting in the 2024 election.

These are real stories, and current federal law is part of the problem.

The National Voter Registration Act and the Help America Vote Act set baseline standards for voter registration in 1993 and 2002, respectively.

However, we’ve identified serious flaws in these statutes that weaken election integrity.

For example, under the NVRA, each state must include a voter registration application with every driver’s license application.

This, in particular, creates a serious problem when states allow illegal aliens to get a driver’s license.

So to get this clear - under current law, illegal aliens are required to receive voter registration materials when they get a driver's license.

That's absolutely nuts.

Congress caused this problem, and we need to fix it.

Issues like this are only compounded when states fail to maintain accurate voter rolls.

Consider the implications in states with universal vote by mail.

In those states, a live ballot is automatically mailed to every person on the voter rolls for every election.

When list maintenance is insufficient, ballots can be sent to people who have moved – or to people who are deceased.

What’s to stop the current resident at that address from filling out that ballot and sending it back?

These are real flaws and fixing them is something everyone should get behind.

It’s commonsense reforms.

This is exactly why I introduced the Make Elections Great Again Act, the MEGA Act.

The MEGA Act updates, clarifies, and strengthens voter list maintenance standards – including a new requirement that states conduct general maintenance at least every thirty days.

This baseline requirement would ensure that every state takes the proper steps to keep their voter list accurate and up to date.

Election integrity isn’t a complicated issue.

Only eligible voters should cast ballots in our elections.

One illegal vote is too many.

Congress has the ability to strengthen standards for federal elections.

It’s time that we act.

Doing so will boost voter confidence and increase participation in our elections - and that's a good thing.

Chairmen Steil, Jordan, and Comer Demand ActBlue Immediately Comply with Past Subpoenas

WASHINGTON – Today, Committee on House Administration Chairman Bryan Steil (WI-01), Committee on the Judiciary Chairman Jim Jordan (OH-04), and Committee on Oversight and Government Reform Chairman James Comer (KY-01) sent a letter to ActBlue CEO Regina Wallace-Jones demanding the Democratic fundraising platform fully comply with the Committees’ joint investigation and turn over all previously requested material, as well as additional documents and communications. This follows recent reporting from the New York Times alleging ActBlue may have intentionally misled how the organization screens for foreign donations in their first written response to Chairman Steil’s initial investigation in 2023.

The Chairmen wrote in part:

“Given ActBlue’s demonstrated history of misleading Congress, there is considerable reason to believe that ActBlue may have deliberately withheld this responsive material to impede our investigation. Therefore, it is imperative that ActBlue promptly produce all materials responsive to the Committees’ subpoenas—including, but not limited to, the items above. Absent these steps, the Committees are prepared to use available mechanisms to enforce our subpoenas.”

Background:

On October 31, 2023, following reports that ActBlue, a major Democratic fundraising platform, was accepting political contributions without a card verification value (CVV), Chairman Steil sent a letter demanding answers on ActBlue's practices, questioning if they are complying with federal campaign finance laws and preventing foreign and illegal contributions.

On November 27, 2023, ActBlue responded to Chairman Steil's letter saying it did not require a CVV in order to contribute on their website.

On September 6, 2024, Chairman Steil introduced H.R. 9488, the Secure Handling of Internet Electronic Donations (SHIELD) Act. The legislation prohibits political committees from accepting an online contribution unless the contributor provides the CVV and billing address associated with the card and from accepting online contributions from prepaid cards. It also adopts a top legislative recommendation from the FEC to prohibit individuals from knowingly aiding or abetting a person making a contribution in the name of another person.

On September 11, 2024, the SHIELD Act passed the Committee on House Administration by a voice-vote.

On September 18, 2024, Chairman Steil sent letters to the Attorneys General from Texas, Virginia, Arkansas, Florida, and Missouri, updating them on the Committee's investigation into ActBlue. Along with the letter, the Attorneys General received the data and evidence that the Committee has collected over the course of almost a year.

On October 28, 2024, Chairman Steil sent a letter to ActBlue demanding documents and information related to the platform's donor verification policies and potential vulnerabilities that foreign actors may exploit to illegally participate in the U.S. political process.

On October 30, 2024, Chairman Steil issued a subpoena to ActBlue for documents related to ActBlue's donor verification policies and the potential for foreign actors to use the platform to launder illicit money into U.S. political campaigns.

On December 10, 2024, Chairman Steil released findings from his subpoena of ActBlue.

On March 10, 2025, Chairman Steil and Committee on Oversight and Government Reform Chairman James Comer and Rep. Langworthy sent a letter to Treasury Secretary Scott Bessent requesting access to suspicious activity reports previously withheld by the Biden Administration.

On April 2, 2025, the Committee on House Administration, the House Judiciary Committee and the House Committee on Oversight and Government Reform released a joint interim staff report that revealed ActBlue made its fraud-prevention rules “more lenient” twice in 2024—even though there is extensive fraud on the platform, including from foreign sources.

On April 2, 2025, the Committee on House Administration, the House Judiciary Committee and the House Committee on Oversight and Government Reform sent a letter to ActBlue requesting documents and transcribed interviews.

On June 25, 2025, Chairmen Steil, Jordan and Comer issued two subpoenas, to a current and a former ActBlue employee, after they both failed to comply with the Committees' request for transcribed interviews.

On July 22, 2025, Chairmen Steil, Jordan and Comer issued a subpoena to ActBlue CEO Regina Wallace-Jones for materials related to the Committees' investigation into the fundraising platform.

On September 4, 2025, Chairmen Steil, Jordan and Comer issued subpoenas to one current and two former employees at ActBlue to appear for depositions.

On April 2, Chairmen Steil, Jordan and Comer released a statement following a New York Times report that ActBlue may have intentionally misled Congress early in the investigation.

WASHINGTON – Today, Committee on House Administration Chairman Bryan Steil (WI-01), Committee on the Judiciary Chairman Jim Jordan (OH-04), and Committee on Oversight and Government Reform Chairman James Comer (KY-01) issued the following statement after reporting from the New York Times alleged ActBlue may have misled Congress on how it vets foreign donations:

“Our investigation found ActBlue’s internal fraud prevention measures were wholly insufficient for preventing illegal foreign campaign donations. Today’s reporting reconfirms that finding and raises serious questions about whether ActBlue’s CEO intentionally misled Congress at the onset of this investigation,” said the Chairmen. “We will continue our investigation and keep all options on the table as we seek the truth.”

The New York Times report is based on internal legal memos authored by the organization’s former outside counsel, Covington and Burling. This firm employs several attorneys that previously held senior roles for Democrat government officials, including for President Biden.

According to the Times, the internal legal memos claimed that ActBlue did not always follow the fraud-prevention mechanisms detailed in ActBlue’s initial response to Chairman Steil in 2023. The memos also allege that ActBlue staff were aware of the potential risks, which could pose additional legal issues given the contradictory statements made in the organization’s 2023 response to Congress.

Chairman Steil Delivers Opening Remarks at Full Committee Markup

WASHINGTON - Chairman Steil (WI-01) delivered remarks at today's Full Committee Markup on Various Measures.

Chairman Steil's full opening statement:

Today, the Committee on House Administration will consider two separate pieces of legislation.

These bills will increase transparency with the American people, establish a location for a new Smithsonian museum, and, in consultation with my colleague the Ranking Member, we'll be pulling off the Legislative Branch Agency reform, but we're working to remedy that and come back with, what I think will be a great piece of legislation that will address some of those concerns.

First, we will consider H.R. 5891, the Withhold Member Pay During Shutdowns Act.

This legislation prohibits Members from collecting pay during a lapse in appropriations.

Last fall, I think as everybody here recalls, we had the longest government shutdown in history.

We’re now in a partial shutdown.

The Department of Homeland Security hasn’t been funded since February 14th.

It’s been 32 days since TSA agents have been fully and properly compensated.

This is a time during which we should be securing and protecting the Homeland.

Schumer and Democrats in the Senate are playing politics with DHS funding.

We all know the spending process in Washington is broken.

The Withhold Member Pay During Shutdowns Act starts to fix the broken system.

This bill ensures no Members collect a paycheck while hardworking federal employees are being forced to work without pay.

I am thankful to my colleagues for their feedback on this commonsense legislation and look forward to discussing it further today.

Next, we’ll consider H.R. 1329, the Smithsonian American Women’s History Museum Act.

This legislation allows the Smithsonian to move forward with construction of the future museum to recognize and honor the contributions of American women.

It’s all the more exciting that we’re considering this legislation during our nation’s 250th anniversary.

Finally, we were going to be considering H.R. 6028, the Legislative Branch Agencies Clarification Act, which was introduced by my colleague Morgan Griffith.

That process, in consultation with my friend, the Ranking Member Mr. Morelle, we're going to pull that legislation, work towards some amendments and adjustments, and then come back to this Committee with a final product that I think has a real opportunity to pass in a bipartisan way.

These are the types of reforms, I think, that this Committee, historically, has done a great job of - finding ways where all of us across the aisle can look and determine how we can make improvements in the operation of Legislative Branch agencies, from GPO, to the Library of Congress, including the Copyright Office.

I thank my colleagues for being here today, appreciate their engagement in all of these important pieces of legislation on both sides of the aisle and I look forward to discussing the legislation further.

Subcommittee on Modernization and Innovation Receives Funding for FlagTrack 2.0 Program

WASHINGTON: Today, Subcommittee on Modernization and Innovation Chairwoman Stephanie Bice (OK-05) and Ranking Member Norma Torres (CA-35) announced that Modernization Initiatives Account (MIA) funding for FlagTrack 2.0, a modernization project to enhance the portal that streamlines the process of ordering and tracking flags for constituents, has been approved.

FlagTrack 2.0 improves and simplifies the user experience and offers faster turnaround times for constituent flag requests. A new, public-facing portal will allow constituents to easily track the status of their flag requests, from order date, to fly date, to shipping and delivery dates. FlagTrack 2.0 also digitizes check and refund forms for quicker processing and offers a new, direct shipping option in addition to the standard process of shipping flags through Member offices. Together, these upgrades will significantly improve an important constituent service by delivering better and faster results.

"FlagTrack 2.0 will make this process more seamless and transparent for all constituents," said Chairwoman Bice. "We are grateful to the Appropriations Committee for approving funding for this project."

“I’m thrilled that we will be able to provide constituents and House staff with a simplified process to track flag requests, a process often connected to celebrations and meaningful ceremonies,” said Ranking Member Torres. "I look forward to making the transition in my office and bringing another House process into the 21st century.”

Background:
The MIA was established in the FY 2021 Appropriations Act to fund initiatives to modernize House operations. The Subcommittee requested MIA funding for this project on November 20, 2025.

Chairman Steil Hosts Roundtable on The Make Elections Great Again Act

WASHINGTON - Yesterday, Committee on House Administration Chairman Bryan Steil (WI-01) hosted a roundtable discussion with leading election integrity experts to discuss the Make Elections Great Again (MEGA) Act.

"The MEGA Act is the most comprehensive package of election reforms in a generation," said Chairman Steil. "I'm thankful to our guests for their valuable feedback on the legislation as we continue our work to make American elections great again."

"Elections will be great again when they are boring and reliable. MEGA is the culmination of decades of study and best practices development to modernize the NVRA's pre-Internet text," said Logan Churchwell, Public Interest Legal Foundation Research Director. "The bill provides precision tools for states to maintain voter rolls and secures the public's right to see these processes from end to end."

"This bill is needed to correct and fix longstanding problems in election administration, some caused by prior federal statutes that restrict the ability of state election officials to maintain accurate voter registration lists," said Hans Von Spakovsky, Senior Legal Fellow at The Edwin Meese III Institute for the Rule of Law. "It will benefit all voters by helping ensure the security and integrity of their most precious right - the right to vote."

“The SAVE Act and the MEGA Act fix structural weaknesses in federal election law. Proof of citizenship and a clear prohibition on federal agency involvement in elections are common-sense standards," said Ken Cuccinelli, National Chairman of ETI and previous Acting Deputy Secretary of Homeland Security and Attorney General of Virginia. "These are not issues the states can solve — they require federal action.”

I flew home to my home state of Wisconsin, went to buy a six-pack of beer, the clerk recognized me, asked for my ID, confirmed it, and then I was allowed to buy the beer. I just think it's nuts that we protect our beer more than our ballots in jurisdictions across this country."

Chairman Steil Delivers Floor Remarks on SAVE America Act

WASHINGTON - Chairman Bryan Steil (WI-01) led today's debate on S.1383, the SAVE America Act.

Mr. Speaker,

I rise in support of S.1383, the SAVE America Act.

I thank my colleague Chip Roy for his work on this bill, as well as my colleagues on the Committee on House Administration.

Today, Mr. Speaker, we have an opportunity to move forward with election integrity, to regain the trust of the American people and the way that we operate our elections.

The SAVE America Act has two key principles, both of which are commonsense:

Individuals that want to vote in U.S. elections should be U.S. citizens, and we should have a proof of citizenship when individuals register to vote.

The second principle is that individuals, when they vote, should show voter ID.

Both of these are commonsense principles.

Now, we know there's some on the other side of the aisle that want noncitizens to vote in our elections.

In fact, we could just look at our nation's capital, which allows noncitizens to vote under current law in municipal elections.

I'm of the view that U.S. elections should be for U.S. citizens only, and that we should be proving that citizenship at the point in time that an individual registers to vote.

We should also be showing voter ID when we go and vote.

This is a commonsense principle.

The American people know that you need to show a photo identification when you board an airplane, you open a bank account, or you buy a six pack of beer.

I'm often reminded we had a debate at Committee and I flew home to my home state of Wisconsin.

I went to go buy a six pack of beer. The clerk recognized me and said, "Hi Bryan said, how are you doing?"

He said, "I need to see your ID." I handed over my ID, he confirmed it allowed me to buy the beer.

I think it's nuts that we protect our beer in this country more than our ballots in jurisdictions.

This is our opportunity, Mr. Speaker, to change that, to instill significant election integrity.

But before I close, let me tell you today, during this debate, we're likely to hear all sorts of comments from my colleagues on the left.

They'll make arguments about disenfranchisement.

They'll use terms like "Jim Crow 2.0."

I'll remind everyone watching to reflect back on the same language that was used when Georgia instituted election integrity provisions in 2021.

And we can actually look, because the state of Georgia operated two significant elections since then and voter participation remained high.

The University of Georgia conducted a significant survey to determine how did people experience the election in the state of Georgia.

And what they found was people had a positive experience of how that election was conducted across all key demographic groups.

And the survey found statistically, 0% of blacks had a "poor" or "negative" voting experience in the state of Georgia.

Making sure that it's easy to vote and hard to cheat is a core principle.

As we instill election integrity in our system, we will see more people participating because they will have faith in our elections.

I encourage my colleagues to vote in favor of S.1383, the SAVE America Act.
