&lt;p&gt;&lt;strong&gt;Chair Lee's full opening statement as prepared for delivery:&amp;nbsp;&lt;/strong&gt;&lt;br /&gt;&lt;br /&gt;&lt;em&gt;Today, the Subcommittee on Elections will discuss the different ways that states can strengthen election security. &amp;nbsp;&lt;br /&gt;&lt;br /&gt;The best practices we&amp;rsquo;ll cover today include enhancements to physical security and cybersecurity.&amp;nbsp;&lt;br /&gt;&lt;br /&gt;Addressing potential vulnerabilities improves voter experience and voter confidence.&amp;nbsp;&lt;br /&gt;&lt;br /&gt;Preparation and resilience strengthens the integrity of our elections systems, because it prevents an issue before it arises.&amp;nbsp;&lt;br /&gt;&lt;br /&gt;I look forward to discussing best practices for securing elections, and how Congress can be supporting those efforts.&amp;nbsp;&lt;br /&gt;&lt;br /&gt;I&amp;rsquo;d first like to highlight the different resources the federal government makes available to election administrators for election security.&amp;nbsp;&lt;br /&gt;&lt;br /&gt;The resources include federal grants, testing programs, and guidance from the Election Assistance Commission. &amp;nbsp;&lt;br /&gt;&lt;br /&gt;One great example is the EAC&amp;rsquo;s Election Supporting Technology Evaluation Program &amp;ndash; or E-STEP.&amp;nbsp;&lt;br /&gt;&lt;br /&gt;This program offers voluntary security standards and evaluations for nonvoting systems like pollbooks, election day reporting systems, or other election supporting systems not covered by the Voluntary Voting System Guidelines.&amp;nbsp;&lt;br /&gt;&lt;br /&gt;The EAC&amp;rsquo;s Voluntary Voting System Guidelines serve as a baseline certification for new voting systems to evaluate functionality, accessibility, and security.&amp;nbsp;&lt;br /&gt;&lt;br /&gt;There&amp;rsquo;s also great work that many states and localities are doing on their own to enhance security and protect against threats to their elections. &amp;nbsp;&lt;br /&gt;&lt;br /&gt;For example, in 2024 the University of South Florida hosted a cyber tabletop exercise with county supervisors of elections, the FBI, and local law enforcement to strategize responses to potential threats to election cybersecurity. &amp;nbsp;&lt;br /&gt;&lt;br /&gt;To quickly disseminate information about cyber threats, North Dakota uses a whole-of-government approach, which allows agencies, cities, counties, and localities to have access to the same statewide system. &amp;nbsp;&lt;br /&gt;&lt;br /&gt;In North Carolina, the National Guard and state Emergency Management agency work collaboratively to monitor and respond to cyber threats.&amp;nbsp;&lt;br /&gt;&lt;br /&gt;To respond to physical threats, several states have implemented commonsense integrity measures like tamper seals for ballots, monitoring systems, and backup power sources at polling locations.&amp;nbsp;&lt;br /&gt;&lt;br /&gt;What&amp;rsquo;s great about these physical security upgrades is that HAVA grants can be used for this exact purpose.&amp;nbsp;&lt;br /&gt;&lt;br /&gt;I am very interested in hearing more about how these grants are administered and what the results have been in states across America.&amp;nbsp;&lt;br /&gt;&lt;br /&gt;Another important measure that increases voter experience and voter confidence is access for election observers.&amp;nbsp;&lt;br /&gt;&lt;br /&gt;The Committee on House Administration deploys Congressional staff to serve as election observers for U.S. House races and ensure elections are run in a secure manner.&amp;nbsp;&lt;br /&gt;&lt;br /&gt;State parties and individual candidates also deploy observers, because their presence at polling places builds trust with voters and allows for the rapid flow of information to necessary parties.&amp;nbsp;&lt;br /&gt;&lt;br /&gt;While no two states administer their elections the exact same way, one thing should be universal: election officials must take a comprehensive approach to administering secure elections.&amp;nbsp;&lt;br /&gt;&lt;br /&gt;They should consider every factor to minimize security risks.&amp;nbsp;&lt;br /&gt;&lt;br /&gt;By implementing strong risk management approaches, they not only strengthen their election systems &amp;ndash; they also build trust and transparency. &amp;nbsp;&lt;br /&gt;&lt;br /&gt;When voters feel confident their elections are secure, turnout increases.&amp;nbsp;&lt;br /&gt;&lt;br /&gt;That&amp;rsquo;s a good thing for our democracy.&amp;nbsp;&lt;br /&gt;&lt;br /&gt;The best practices we&amp;rsquo;ll discuss today can help every state improve their election security efforts.&amp;nbsp;&lt;br /&gt;&lt;br /&gt;I want to thank our witnesses for being here today and look forward to our conversation.&amp;nbsp;&lt;/em&gt;&lt;/p&gt;

				<description>&lt;p&gt;&lt;strong&gt;WASHINGTON &amp;mdash; ?&lt;/strong&gt;Today, Subcommittee on Modernization and Innovation Chairwoman Stephanie Bice (OK-05) and?Ranking Member Norma J. Torres (CA-35)&lt;strong&gt;?&lt;/strong&gt;announced that Modernization Initiatives Account (MIA) funding for a House Digital Signage and Wayfinding Initiative has been approved.&lt;br /&gt;&lt;br /&gt;The Initiative is a first-of-its-kind effort to improve and modernize the visitor experience by making it significantly easier for constituents to navigate the House office buildings and view Congress in-action. New Digital displays listing Member and public office locations, as well as real-time information about House hearings, floor activity, and other public events will be located at the nine public entrances of the Cannon, Longworth, and Rayburn buildings. Also included in the project is a new, state-of-the-art House Visitors App that provides a 3D digital map, Member and public office lookup features, and turn-by-turn directions.&lt;br /&gt;&lt;br /&gt;&amp;ldquo;Visiting the people&amp;rsquo;s House should be simple. My goal with this funding is to make it as easy as possible for constituents to find their Representatives&amp;rsquo; offices, attend a committee hearing, watch House floor activity, or get something to eat,&amp;rdquo; &lt;strong&gt;said Chairwoman Bice.&lt;/strong&gt; &amp;ldquo;This initiative is a major milestone in the Subcommittee&amp;rsquo;s ongoing efforts to improve accessibility and transparency throughout the Capitol Complex.&lt;br /&gt;&lt;br /&gt;&amp;ldquo;Every visitor who comes to the People&amp;rsquo;s House should feel welcomed, informed, and empowered to engage with their government. &lt;p&gt;The MIA was established in the FY 2021 Appropriations Act to fund initiatives to modernize House operations. The Subcommittee requested MIA funding for this project on November 20, 2025. Once implemented, the Initiative will fulfill two recommendations (157 and 159) made by the Select Committee on the Modernization of Congress to improve navigation on the Capitol campus and provide digital displays for hearings and events.&lt;/p&gt;

consider 7 pieces of legislation.&amp;nbsp;&lt;br /&gt;&lt;br /&gt;I want to begin with the Campaign Finance Transparency Act.&amp;nbsp;&lt;br /&gt;&lt;br /&gt;Three years ago, this Committee initiated an investigation into allegations of fraud involving the Democratic fundraising platform ActBlue.&amp;nbsp;&lt;/em&gt;&lt;br /&gt;&lt;br /&gt;&lt;em&gt;That investigation exposed gaps in existing law that Congress has an opportunity to address today.&amp;nbsp;&lt;/em&gt;&lt;br /&gt;&lt;br /&gt;&lt;em&gt;Our current campaign finance laws were not written for the digital age. &amp;nbsp;&lt;/em&gt;&amp;nbsp;&lt;br /&gt;&lt;br /&gt;&lt;em&gt;Today, political donations are often made online.&amp;nbsp;&lt;/em&gt;&lt;br /&gt;&lt;br /&gt;&lt;em&gt;Through our investigation, we&amp;rsquo;ve learned that fraudsters and foreign nationals could exploit the current system to make illegal campaign finance contributions.&amp;nbsp;&lt;/em&gt;&lt;br /&gt;&lt;br /&gt;&lt;em&gt;That&amp;rsquo;s an unacceptable vulnerability and we have an opportunity to fix it.&lt;/em&gt;&lt;br /&gt;&lt;br /&gt;&lt;em&gt;The Campaign Finance Transparency Act is the solution.&amp;nbsp;&lt;/em&gt;&lt;br /&gt;&lt;br /&gt;&lt;em&gt;Here&amp;rsquo;s the topline:&amp;nbsp;&lt;br /&gt;&lt;br /&gt;All political donations must be reported, regardless of the amount;&amp;nbsp;&lt;/em&gt;&lt;br /&gt;&lt;br /&gt;&lt;em&gt;The name of a political donor must match the name on the donor&amp;rsquo;s credit card;&amp;nbsp;&lt;/em&gt;&lt;br /&gt;&lt;br /&gt;&lt;em&gt;No contributions can be made utilizing gift cards;&lt;/em&gt;&amp;nbsp;&lt;br /&gt;&lt;br /&gt;&lt;em&gt;And Americans who are donating from abroad must provide identity verification.&amp;nbsp;&lt;/em&gt;&lt;br /&gt;&lt;br /&gt;&lt;em&gt;We will also consider two bills to stop foreign money from influencing our elections.&amp;nbsp;&lt;/em&gt;&lt;br /&gt;&lt;br /&gt;&lt;em&gt;Widespread reporting found that foreign billionaires used a nonprofit, the Sixteen Thirty Fund, to spend millions on ballot initiatives in states including Arizona, Nevada, and Ohio. &amp;nbsp;&amp;nbsp;&lt;/em&gt;&lt;br /&gt;&lt;br /&gt;&lt;em&gt;Foreign nationals cannot be allowed to influence American elections.&lt;span class="Apple-converted-space"&gt;&amp;nbsp;&lt;/span&gt;&lt;/em&gt;&amp;nbsp;&lt;br /&gt;&lt;br /&gt;&lt;em&gt;That&amp;rsquo;s why I introduced the Preventing Foreign Interference in American Elections Act, which bans foreign nationals from donating to electioneering activities. &amp;nbsp;&lt;/em&gt;&lt;br /&gt;&lt;br /&gt;&lt;em&gt;This includes voter registration, get out the vote efforts, and ballot harvesting.&lt;span class="Apple-converted-space"&gt;&amp;nbsp;&lt;/span&gt;&lt;/em&gt;&amp;nbsp;&lt;br /&gt;&lt;br /&gt;&lt;em&gt;Representative Brian Fitzpatrick&amp;rsquo;s bill, the Stop Foreign Funds in Elections Act, will prohibit foreign funding of state and local ballot initiatives, referenda, or recall elections.&amp;nbsp;&lt;/em&gt;&lt;br /&gt;&lt;br /&gt;&lt;em&gt;Both bills are commonsense reforms. &amp;nbsp;&lt;/em&gt;&lt;br /&gt;&lt;br /&gt;&lt;em&gt;American elections are for American citizens only, and I urge my colleagues to support these bills today.&amp;nbsp;&lt;/em&gt;&lt;br /&gt;&lt;br /&gt;&lt;em&gt;We will also consider Representative Bice&amp;rsquo;s Securing Tech and Election Administration Defenses for All States and Territories, or the STEADFAST Act.&amp;nbsp;&lt;/em&gt;&lt;br /&gt;&lt;br /&gt;&lt;em&gt;Currently, when filing your tax return, there is an option to donate to the Presidential Election Campaign Fund.&amp;nbsp;&lt;/em&gt;&lt;br /&gt;&lt;br /&gt;&lt;em&gt;These funds are available to candidates running for the Presidency, but no major party&amp;rsquo;s nominee has tapped into this money since 2008, when John McCain used the funds.&lt;/em&gt;&lt;br /&gt;&lt;br /&gt;&lt;em&gt;The STEADFAST Act will convert the Presidential Election Campaign Fund to a new Election Security Fund that states can apply for.&amp;nbsp;&lt;/em&gt;&lt;br /&gt;&lt;br /&gt;&lt;em&gt;States can use these funds to strengthen election security, such as updating cybersecurity for voting systems or acquiring secure paper ballots.&amp;nbsp;&lt;/em&gt;&lt;br /&gt;&lt;br /&gt;&lt;em&gt;Next, we will consider the FEC Administrative Improvements Act, which is led by my friend, Ranking Member Morelle, and Chair of the Subcommittee on Elections, Representative Lee.&amp;nbsp;&lt;/em&gt;&lt;br /&gt;&lt;br /&gt;&lt;em&gt;This bill would implement recommendations from the Federal Elections Commission to modernize administrative operations.&amp;nbsp;&lt;/em&gt;&lt;br /&gt;&lt;br /&gt;&lt;em&gt;We&amp;rsquo;ll also consider Representative Johnson&amp;rsquo;s VOTE Act, which requires election officials to notify voters when a polling location is closed during early voting.&amp;nbsp;&lt;/em&gt;&lt;br /&gt;&lt;br /&gt;&lt;em&gt;Finally, we&amp;rsquo;ll consider Mr. Griffith&amp;rsquo;s Legislative Branch Agencies Clarification Act.&amp;nbsp;&lt;/em&gt;&lt;br /&gt;&lt;br /&gt;&lt;em&gt;I am grateful to Ranking Member Morelle for helping to get this to a good place and to Rep. &lt;p&gt;&lt;strong&gt;Chairman Steil's full opening statement:&amp;nbsp;&lt;/strong&gt;&lt;br /&gt;&lt;br /&gt;&lt;em&gt;Today, the Committee on House Administration will?consider?legislation to address staffing shortages with the U.S. Capitol Police. &amp;nbsp;&lt;br /&gt;&lt;br /&gt;I would like to thank my friend, Ranking Member Morelle, for your collaboration on this important legislation.&amp;nbsp;&lt;br /&gt;&lt;br /&gt;Under current law, officers are forced to retire at?age?57, unless they receive a waiver from the?Capitol Police?Board.?&amp;nbsp;&lt;br /&gt;&lt;br /&gt;With a?waiver,?officers?may?continue working until they?are?age?60.?&amp;nbsp;&lt;br /&gt;&lt;br /&gt;Our?nonpartisan?legislation?extends the waiver timeline.?&amp;nbsp;&lt;br /&gt;&lt;br /&gt;Under the bill,?the?Capitol Police Board?will?have the authority to?grant?waivers to?sworn officers until they reach 65.?&amp;nbsp;&lt;br /&gt;&lt;br /&gt;It&amp;rsquo;s?critical?that?we quickly pass this statutory change.&amp;nbsp;&lt;br /&gt;&lt;br /&gt;Right now,?nearly?60?sworn officers?are working with a waiver.??&amp;nbsp;&lt;br /&gt;&lt;br /&gt;Without this change, they?will?all?be forced to retire?in the next few years.?&amp;nbsp;&lt;br /&gt;&lt;br /&gt;That&amp;rsquo;s?the equivalent?of?more than?2 recruitment classes.??&amp;nbsp;&lt;br /&gt;&lt;br /&gt;There&amp;rsquo;s?already?staffing?issues with the force, but it?will?get far worse if we?fail to act.?&amp;nbsp;&lt;br /&gt;&lt;br /&gt;Let me also?make?clear?&amp;ndash;?there?is past precedent?to do exactly what this bill does.??&amp;nbsp;&lt;br /&gt;&lt;br /&gt;In 2004 and in 2010, Congress temporarily raised the mandatory?federal law enforcement retirement?age from 60 to 65 to address staffing shortages&amp;nbsp;at the FBI.?&amp;nbsp;&lt;br /&gt;&lt;br /&gt;It&amp;rsquo;s?also important to?emphasize?that this legislation?gives?the?Capitol Police Board discretion?when deciding who&amp;rsquo;s still fit for the job.?&amp;nbsp;&lt;br /&gt;&lt;br /&gt;The men and women of the U.S. Capitol Police?are some of the?best in nation has to offer and we have the opportunity to continue that tradition.?&amp;nbsp;&lt;br /&gt;&lt;br /&gt;These officers should not be forced?into retirement?if they can still do their job?&amp;ndash;?especially?given the?manpower?shortages in the force coupled with?record?threats against?lawmakers.?&amp;nbsp;&lt;br /&gt;&lt;br /&gt;Again, my sincere thanks to&amp;nbsp;Ranking Member Morelle for working in collaboration with us&amp;nbsp;on this bill to address the staffing shortages at the U.S. Capitol Police.?&amp;nbsp;&lt;br /&gt;&lt;br /&gt;I encourage all of our colleagues here to support the legislation.?&amp;nbsp;&lt;br /&gt;&lt;br /&gt;I thank my colleagues for being here today and I look forward to discussing the legislation further.&amp;nbsp;&lt;/em&gt;&lt;/p&gt;

&lt;p&gt;&lt;br /&gt;"The men and women of the United States Capitol Police have one of the most important and challenging jobs in the Legislative Branch. The Department cannot afford to lose a substantial number of experienced, fully capable officers solely because they reach an arbitrary age threshold,"&amp;nbsp;&lt;strong&gt;said Ranking Member Joe Morelle (NY-25).&lt;/strong&gt;&amp;nbsp;"This is a prudent, targeted step to preserve experience, maintain staffing, and help ensure the Department has the workforce it needs. &lt;p&gt;Under current law,&amp;nbsp;sworn officers are forced to retire at the age of 57 unless they receive a waiver from the&amp;nbsp;Capitol Police&amp;nbsp;Board.&amp;nbsp;A waiver allows&amp;nbsp;an officer&amp;nbsp;to continue working until they are 60.&amp;nbsp;&lt;br /&gt;&amp;nbsp;&lt;br /&gt;H.R. 8364 will raise the waived retirement age for USCP officers from 60 to 65.&amp;nbsp;&amp;nbsp;&lt;br /&gt;&lt;br /&gt;Nearly 60&amp;nbsp;sworn officers&amp;nbsp;are currently working&amp;nbsp;on&amp;nbsp;a retirement waiver.&amp;nbsp;This&amp;nbsp;figure&amp;nbsp;is more than&amp;nbsp;the&amp;nbsp;size of two USCP recruitment classes.&amp;nbsp;&lt;br /&gt;&amp;nbsp;&lt;br /&gt;The legislation will now be considered by the&amp;nbsp;full&amp;nbsp;House of Representatives.&amp;nbsp;&lt;/p&gt;

&lt;p&gt;&lt;strong&gt;WASHINGTON&lt;/strong&gt;&lt;span class="Apple-converted-space"&gt;&amp;nbsp;&lt;/span&gt;&amp;ndash;&amp;nbsp;Today, the Committee on House Administration, the House Judiciary Committee, and the House Committee on Oversight and Government Reform released a joint interim staff report titled, "Fraud on ActBlue, Part II: Illicit Foreign Donations and a Cover-Up Spur Mass Resignations and Firings on ActBlue's Legal and Compliance Team."&amp;nbsp;&lt;br /&gt;&amp;nbsp;&lt;/p&gt;
&lt;p&gt;The report details the&amp;nbsp;mass&amp;nbsp;exodus&amp;nbsp;of the Democrat&amp;nbsp;fundraising platform's legal and compliance teams&amp;nbsp;in the months following the 2024 election. The report&amp;nbsp;also&amp;nbsp;reveals&amp;nbsp;that&amp;nbsp;the five current or&amp;nbsp;former employees at ActBlue who appeared for depositions all invoked their Fifth Amendment right against self-incrimination during questioning - for a total of 146 times.&lt;br /&gt;&amp;nbsp;&lt;/p&gt;
&lt;p&gt;Excerpts from the report read:&amp;nbsp;&amp;nbsp;&lt;br /&gt;&amp;nbsp;&lt;/p&gt;
&lt;p&gt;"Documents produced pursuant to the Committees&amp;rsquo; subpoenas show the collapse of ActBlue&amp;rsquo;s legal and compliance team in the months after the 2024 election. By March 2025, every member of ActBlue&amp;rsquo;s legal and compliance team resigned, was fired, or went on extended leave from the platform."&amp;nbsp;&lt;br /&gt;&amp;nbsp;&lt;/p&gt;
&lt;p&gt;"According to subsequent media reports, this mass exodus was a direct consequence of ActBlue&amp;rsquo;s failure to deter illegal foreign political donations&amp;mdash;which the Committees first uncovered in April 2025&amp;mdash;and CEO Regina Wallace-Jones&amp;rsquo;s previous misstatements to Congress."&amp;nbsp;&lt;br /&gt;&amp;nbsp;&lt;/p&gt;
&lt;p&gt;"Put simply: every member of ActBlue&amp;rsquo;s legal and compliance team&amp;nbsp;appears to have&amp;nbsp;left the platform after the 2024 election because of&amp;nbsp;its&amp;nbsp;'knowing and willful' acceptance of illegal foreign contributions, and the subsequent cover-up."&amp;nbsp;&lt;br /&gt;&amp;nbsp;&lt;/p&gt;

And this is because of the existing blackout periods, even if you have a verified death of a voter in your community that's on your voter rolls, it's correct to say that there's this time period where you can't remove them from the rolls, regardless of the fact that you verified that information. Correct?&lt;br /&gt;&lt;br /&gt;&lt;strong&gt;The Honorable Scott Schwab:&amp;nbsp;&lt;/strong&gt;Yeah, that's 90 days of list maintenance that's just lost.&lt;br /&gt;&lt;br /&gt;&lt;strong&gt;Vice Chair Laurel Lee (FL-15):&lt;/strong&gt;&amp;nbsp;So would it be helpful to you if that time period was shortened or changed or eliminated? What do you think would be the best approach to that blackout?&lt;br /&gt;&lt;br /&gt;&lt;strong&gt;The Honorable Scott Schwab:&amp;nbsp;&lt;/strong&gt;I would like it shortened. And then certain exemptions like death. If we have a confirmed death, for example. God forbid, I was assassinated within the 90 day. It would be very public. It'd be known. But yet it's against federal law to remove me from the voter rolls. I think it should be okay to remove me in that situation or anybody else that you have a confirmed death again. It's got to be confirmed. It can't be just by rumor.&lt;/p&gt;

Over a dozen Secretaries of State, Republican and Democrat attended this briefing, hosted by the U.S. Citizenship and Immigration Services, were in attendance. Were you in attendance?&lt;br /&gt;&lt;br /&gt;&lt;strong&gt;The Honorable Steve Simon:&amp;nbsp;&lt;/strong&gt;I don't know if that's the one I was or not. I was at the White House. I don't know whether it was July. It was hot out, I remember that, but I was at I was at a bipartisan meeting of Secretaries invited by the White House. I can't recall whether it was that one or it was in May or June, or I can't recall, but I did attend one, yes.&lt;br /&gt;&lt;br /&gt;&lt;strong&gt;Rep. Mary Miller (IL-15):&lt;/strong&gt;&amp;nbsp;Are you accessing this fantastic database?&lt;br /&gt;&lt;br /&gt;&lt;strong&gt;The Honorable Steve Simon:&amp;nbsp;&lt;/strong&gt;Representative, we are not. We have come to the judgment that it is not yet ready for use in Minnesota and would require our legislature to change our law.&lt;br /&gt;&lt;br /&gt;&lt;strong&gt;Rep. Mary Miller (IL-15):&lt;/strong&gt;&amp;nbsp;Okay, that's really too bad because it would be helpful. And I do want to remind everybody that under Joe Biden, the border was open. &lt;p&gt;&lt;em&gt;Today,&amp;nbsp;the&amp;nbsp;Committee on House Administration continues our oversight of federal elections.&amp;nbsp;&lt;/em&gt;&lt;br /&gt;&amp;nbsp;&lt;/p&gt;
&lt;p&gt;&lt;em&gt;We&amp;rsquo;ll focus on&amp;nbsp;state's efforts to maintain accurate voter rolls, as&amp;nbsp;well as&amp;nbsp;their efforts&amp;nbsp;to ensure&amp;nbsp;only eligible voters are participating in our democratic process.&amp;nbsp;&amp;nbsp;&lt;/em&gt;&lt;br /&gt;&amp;nbsp;&lt;/p&gt;
&lt;p&gt;&lt;em&gt;In January, I sent letters to 10 Secretaries of State addressing these&amp;nbsp;issues.&amp;nbsp;&amp;nbsp;&lt;/em&gt;&lt;br /&gt;&amp;nbsp;&lt;/p&gt;
&lt;p&gt;&lt;em&gt;My questions&amp;nbsp;focused&amp;nbsp;on&amp;nbsp;key topics&amp;nbsp;including:&amp;nbsp;&lt;/em&gt;&lt;br /&gt;&amp;nbsp;&lt;/p&gt;
&lt;p&gt;&lt;em&gt;Voter&amp;nbsp;list maintenance;&amp;nbsp;&lt;/em&gt;&lt;br /&gt;&amp;nbsp;&lt;/p&gt;
&lt;p&gt;&lt;em&gt;Verifying&amp;nbsp;eligibility, including citizenship, when registering voters;&amp;nbsp;&lt;/em&gt;&lt;br /&gt;&amp;nbsp;&lt;/p&gt;
&lt;p&gt;&lt;em&gt;How&amp;nbsp;states&amp;nbsp;identify and notify&amp;nbsp;ineligible&amp;nbsp;registrants of removal;&amp;nbsp;&lt;/em&gt;&lt;br /&gt;&amp;nbsp;&lt;/p&gt;
&lt;p&gt;&lt;em&gt;And use of&amp;nbsp;the SAVE database &amp;ndash; which the Trump Administration has made available free of charge.&amp;nbsp;&lt;/em&gt;&lt;br /&gt;&amp;nbsp;&lt;/p&gt;
&lt;p&gt;&lt;em&gt;Two of the Secretaries I wrote are here with us today, Kansas Secretary of State Scott Schwab, and Minnesota Secretary of State Steve Simon.&amp;nbsp;&amp;nbsp;&lt;/em&gt;&lt;br /&gt;&amp;nbsp;&lt;/p&gt;
&lt;p&gt;&lt;em&gt;I thank each of you for your responses and for being with us today.&amp;nbsp;&lt;/em&gt;&lt;br /&gt;&amp;nbsp;&lt;/p&gt;
&lt;p&gt;&lt;em&gt;This Committee has the responsibility of ensuring states follow federal election law.&amp;nbsp;&lt;/em&gt;&lt;br /&gt;&amp;nbsp;&lt;/p&gt;
&lt;p&gt;&lt;em&gt;It&amp;rsquo;s&amp;nbsp;also responsible&amp;nbsp;for&amp;nbsp;drafting necessary legislative reforms.&lt;/em&gt;&lt;br /&gt;&amp;nbsp;&lt;/p&gt;
&lt;p&gt;&lt;em&gt;With several recent reports of potential noncitizens appearing on state voter rolls,&amp;nbsp;it&amp;rsquo;s&amp;nbsp;time to act.&amp;nbsp;&amp;nbsp;&lt;/em&gt;&lt;br /&gt;&amp;nbsp;&lt;/p&gt;
&lt;p&gt;&lt;em&gt;In&amp;nbsp;Ohio,&amp;nbsp;62&amp;nbsp;noncitizens&amp;nbsp;were found&amp;nbsp;on&amp;nbsp;the state&amp;rsquo;s&amp;nbsp;voter&amp;nbsp;rolls&amp;nbsp;with the help of the SAVE database.&amp;nbsp;&lt;/em&gt;&lt;br /&gt;&amp;nbsp;&lt;/p&gt;
&lt;p&gt;&lt;em&gt;In Iowa,&amp;nbsp;an illegal alien&amp;nbsp;was&amp;nbsp;working&amp;nbsp;as the superintendent for the&amp;nbsp;state&amp;rsquo;s&amp;nbsp;largest school system.&amp;nbsp;&amp;nbsp;&lt;/em&gt;&lt;br /&gt;&amp;nbsp;&lt;/p&gt;
&lt;p&gt;&lt;em&gt;He was registered to vote&amp;nbsp;in the state of Maryland &amp;ndash;&amp;nbsp;and&amp;nbsp;was mailed a&amp;nbsp;ballot.&lt;/em&gt;&lt;br /&gt;&amp;nbsp;&lt;/p&gt;
&lt;p&gt;&lt;em&gt;In Kansas, the SAVE database helped identify a noncitizen who has been charged with illegally voting in three elections.&amp;nbsp;&lt;/em&gt;&lt;br /&gt;&amp;nbsp;&lt;/p&gt;
&lt;p&gt;&lt;em&gt;Also turns out, he was a mayor of a city in Kansas!&amp;nbsp;&lt;/em&gt;&lt;br /&gt;&amp;nbsp;&lt;/p&gt;
&lt;p&gt;&lt;em&gt;Just three days ago, a noncitizen was charged in Minnesota for voting in the 2024 election.&amp;nbsp;&lt;/em&gt;&lt;br /&gt;&amp;nbsp;&lt;/p&gt;
&lt;p&gt;&lt;em&gt;These&amp;nbsp;are real&amp;nbsp;stories, and&amp;nbsp;current federal law is part of the problem.&amp;nbsp;&lt;/em&gt;&lt;br /&gt;&amp;nbsp;&lt;/p&gt;
&lt;p&gt;&lt;em&gt;The National Voter Registration Act and the Help America Vote Act set baseline standards for voter registration in 1993 and 2002, respectively.&amp;nbsp;&amp;nbsp;&lt;/em&gt;&lt;br /&gt;&amp;nbsp;&lt;/p&gt;
&lt;p&gt;&lt;em&gt;However,&amp;nbsp;we&amp;rsquo;ve&amp;nbsp;identified&amp;nbsp;serious flaws&amp;nbsp;in these statutes&amp;nbsp;that weaken election integrity.&amp;nbsp;&amp;nbsp;&lt;/em&gt;&lt;br /&gt;&amp;nbsp;&lt;/p&gt;
&lt;p&gt;&lt;em&gt;For example, under the NVRA,&amp;nbsp;each state must include a voter registration application with every&amp;nbsp;driver&amp;rsquo;s&amp;nbsp;license application.&amp;nbsp;&amp;nbsp;&lt;/em&gt;&lt;br /&gt;&amp;nbsp;&lt;/p&gt;
&lt;p&gt;&lt;em&gt;This, in particular,&amp;nbsp;creates&amp;nbsp;a serious problem when states allow illegal aliens to get&amp;nbsp;a&amp;nbsp;driver&amp;rsquo;s license.&amp;nbsp;&lt;/em&gt;&lt;br /&gt;&amp;nbsp;&lt;/p&gt;
&lt;p&gt;&lt;em&gt;So to get this clear - under current law,&amp;nbsp;illegal aliens&amp;nbsp;are required to&amp;nbsp;receive voter registration materials when they get a driver's license.&amp;nbsp;&lt;/em&gt;&lt;br /&gt;&amp;nbsp;&lt;/p&gt;
&lt;p lang="EN-US"&gt;&lt;em&gt;That's absolutely nuts.&lt;/em&gt;&lt;br /&gt;&amp;nbsp;&lt;/p&gt;
&lt;p lang="EN-US"&gt;&lt;em&gt;Congress caused this problem, and we need to fix it.&lt;/em&gt;&lt;br /&gt;&amp;nbsp;&lt;/p&gt;
&lt;p&gt;&lt;em&gt;Issues&amp;nbsp;like this&amp;nbsp;are only compounded&amp;nbsp;when states&amp;nbsp;fail to&amp;nbsp;maintain&amp;nbsp;accurate&amp;nbsp;voter rolls.&amp;nbsp;&amp;nbsp;&lt;/em&gt;&lt;br /&gt;&amp;nbsp;&lt;/p&gt;
&lt;p&gt;&lt;em&gt;Consider the implications&amp;nbsp;in&amp;nbsp;states&amp;nbsp;with&amp;nbsp;universal vote by mail.&amp;nbsp;&lt;/em&gt;&lt;br /&gt;&amp;nbsp;&lt;/p&gt;
&lt;p&gt;&lt;em&gt;In those states,&amp;nbsp;a live ballot is&amp;nbsp;automatically&amp;nbsp;mailed to&amp;nbsp;every&amp;nbsp;person&amp;nbsp;on the&amp;nbsp;voter&amp;nbsp;rolls for every election.&amp;nbsp;&lt;/em&gt;&lt;br /&gt;&amp;nbsp;&lt;/p&gt;
&lt;p&gt;&lt;em&gt;When list maintenance&amp;nbsp;is insufficient, ballots can be sent to people who&amp;nbsp;have moved&amp;nbsp;&amp;ndash;&amp;nbsp;or to people who are deceased.&lt;/em&gt;&lt;br /&gt;&amp;nbsp;&lt;/p&gt;
&lt;p&gt;&lt;em&gt;What&amp;rsquo;s to stop the current resident at that&amp;nbsp;address from filling out that ballot and sending it back?&amp;nbsp;&lt;/em&gt;&lt;br /&gt;&amp;nbsp;&lt;/p&gt;
&lt;p&gt;&lt;em&gt;These are real flaws and&amp;nbsp;fixing them is something&amp;nbsp;everyone should&amp;nbsp;get behind.&amp;nbsp;&amp;nbsp;&lt;/em&gt;&lt;br /&gt;&amp;nbsp;&lt;/p&gt;
&lt;p&gt;&lt;em&gt;It&amp;rsquo;s&amp;nbsp;commonsense reforms.&lt;br /&gt;&amp;nbsp;&lt;/em&gt;&lt;/p&gt;
&lt;p&gt;&lt;em&gt;This is exactly why I introduced the Make Elections Great Again Act,&amp;nbsp;the MEGA Act.&amp;nbsp;&lt;/em&gt;&lt;br /&gt;&amp;nbsp;&lt;/p&gt;
&lt;p&gt;&lt;em&gt;The MEGA Act updates, clarifies, and strengthens voter list maintenance standards &amp;ndash; including a new requirement that states conduct general maintenance&amp;nbsp;at least&amp;nbsp;every thirty days.&amp;nbsp;&lt;/em&gt;&lt;br /&gt;&amp;nbsp;&lt;/p&gt;
&lt;p&gt;&lt;em&gt;This baseline requirement would ensure that every state takes the proper steps to keep their voter list accurate and up to date.&amp;nbsp;&lt;/em&gt;&lt;br /&gt;&amp;nbsp;&lt;/p&gt;
