&lt;p&gt;&lt;strong&gt;Chairman Steil's full opening statement:&amp;nbsp;&lt;/strong&gt;&lt;br /&gt;&lt;br /&gt;&lt;em&gt;Today, the Committee on House Administration will consider two separate pieces of legislation.&amp;nbsp;&lt;br /&gt;&lt;br /&gt;These bills will increase transparency with the American people, establish a location for a new Smithsonian museum, and, in consultation with my colleague the Ranking Member, we'll&amp;nbsp;be pulling off the Legislative Branch Agency reform, but we're working to remedy that and come back with, what I think will be a great piece of legislation that will address some of those concerns.&amp;nbsp;&lt;br /&gt;&lt;br /&gt;First, we will consider H.R. 5891, the Withhold Member Pay During Shutdowns Act.&amp;nbsp;&lt;br /&gt;&lt;br /&gt;This legislation prohibits Members from collecting pay during a lapse in appropriations. &amp;nbsp;&amp;nbsp;&lt;br /&gt;&lt;br /&gt;Last fall, I think as everybody here recalls, we had the longest government shutdown in history. &amp;nbsp;&lt;br /&gt;&lt;br /&gt;We&amp;rsquo;re now in a partial shutdown.&amp;nbsp;&lt;br /&gt;&lt;br /&gt;The Department of Homeland Security hasn&amp;rsquo;t been funded since February 14th.&amp;nbsp;&lt;br /&gt;&lt;br /&gt;It&amp;rsquo;s been 32 days since TSA agents have been fully and properly compensated.&amp;nbsp;&lt;br /&gt;&lt;br /&gt;This is a time during&amp;nbsp;which we should be securing and&amp;nbsp;protecting the Homeland.&lt;br /&gt;&lt;br /&gt;Schumer and Democrats in the Senate are playing politics with DHS funding.&amp;nbsp;&lt;br /&gt;&lt;br /&gt;We all know the spending process in Washington is broken.&amp;nbsp;&lt;br /&gt;&lt;br /&gt;The Withhold Member Pay During Shutdowns Act starts to fix the broken system.&amp;nbsp;&lt;br /&gt;&lt;br /&gt;This bill ensures no Members collect&amp;nbsp;a paycheck while hardworking federal employees are being forced to work without pay.&amp;nbsp;&lt;br /&gt;&lt;br /&gt;I am thankful to my colleagues for their feedback on this commonsense legislation and look forward to discussing it further today.&amp;nbsp;&lt;br /&gt;&lt;br /&gt;Next, we&amp;rsquo;ll consider H.R. 1329, the Smithsonian American Women&amp;rsquo;s History Museum Act.&amp;nbsp;&lt;br /&gt;&lt;br /&gt;This legislation allows the Smithsonian to move forward with construction of the&amp;nbsp;future museum to recognize and honor the contributions of American women.&amp;nbsp;&lt;br /&gt;&lt;br /&gt;It&amp;rsquo;s all the more exciting that we&amp;rsquo;re considering this legislation during our nation&amp;rsquo;s 250th anniversary.&amp;nbsp;&lt;br /&gt;&lt;br /&gt;Finally, we were going to be considering H.R. 6028, the Legislative Branch Agencies Clarification Act, which was introduced by my&amp;nbsp;colleague Morgan Griffith.&amp;nbsp;&lt;br /&gt;&lt;br /&gt;That process, in consultation with my friend, the Ranking Member Mr. Morelle, we're going to pull that legislation, work towards some amendments and adjustments, and then come back to this Committee with a final product that I think has a real opportunity to pass in a bipartisan way.&lt;br /&gt;&lt;br /&gt;These are the types of reforms, I think, that this Committee, historically, has done a great job of - finding ways where all of us across the aisle can look and determine how we can make improvements in the operation of Legislative Branch agencies, from GPO, to the Library of Congress, including the Copyright Office.&amp;nbsp;&lt;br /&gt;&lt;br /&gt;I thank my colleagues for being here today, appreciate their engagement in all of these important pieces of legislation on both sides of the aisle and I look forward to discussing the legislation further.&amp;nbsp;&lt;/em&gt;&lt;/p&gt;

&lt;p&gt;&lt;em&gt;Mr.&amp;nbsp;Speaker,&amp;nbsp;&lt;br /&gt;&lt;br /&gt;I rise in support of S.1383, the SAVE America Act.&lt;br /&gt;&lt;br /&gt;I thank my colleague Chip Roy for his work on this bill, as well as my colleagues on the Committee on House Administration.&lt;br /&gt;&lt;br /&gt;&lt;strong&gt;Today, Mr. Speaker, we have an opportunity to move forward with election integrity, to regain the trust of the American people and the way that we operate our elections.&lt;/strong&gt;&lt;br /&gt;&lt;br /&gt;The SAVE America Act has two key principles, both of which are commonsense:&lt;br /&gt;&lt;br /&gt;Individuals that want to vote in U.S. elections should be U.S. citizens, and we should have a proof of citizenship when individuals register to vote.&lt;br /&gt;&lt;br /&gt;The second principle is that individuals, when they vote, should show voter ID.&lt;br /&gt;&lt;br /&gt;Both of these are commonsense principles.&lt;br /&gt;&lt;br /&gt;Now, we know there's some on the other side of the aisle that want noncitizens to vote in our elections.&lt;br /&gt;&lt;br /&gt;In fact, we could just look at our nation's capital, which allows noncitizens to vote under current law in municipal elections.&lt;br /&gt;&lt;br /&gt;&lt;strong&gt;I'm of the view that U.S. elections should be for U.S. citizens only, and that we should be proving that citizenship at the point in time that an individual registers to vote.&lt;br /&gt;&lt;br /&gt;We should also be showing voter ID when we go and vote.&lt;/strong&gt;&lt;br /&gt;&lt;br /&gt;This is a commonsense principle.&lt;br /&gt;&lt;br /&gt;The American people know that you need to show a photo identification when you board an airplane, you open a bank account, or you buy a six pack of beer.&lt;br /&gt;&lt;br /&gt;I'm often reminded we had a debate at Committee and I flew home to my home state of Wisconsin.&lt;br /&gt;&lt;br /&gt;I went to go buy a six pack of beer. The clerk recognized me and said, "Hi&amp;nbsp;Bryan said, how are you doing?"&lt;br /&gt;&lt;br /&gt;He said, "I need to see your ID."&amp;nbsp;I handed over my ID, he&amp;nbsp;confirmed it allowed me to buy the beer.&lt;br /&gt;&lt;br /&gt;&lt;strong&gt;I think it's nuts that we protect our beer in this country more than our ballots in jurisdictions.&lt;br /&gt;&lt;br /&gt;This is our opportunity, Mr. Speaker, to change that, to instill significant election integrity.&lt;/strong&gt;&lt;br /&gt;&lt;br /&gt;But before I close, let me tell you today, during this debate, we're likely to hear all sorts of comments from my colleagues on the left.&lt;br /&gt;&lt;br /&gt;They'll make arguments about disenfranchisement.&lt;br /&gt;&lt;br /&gt;They'll use terms like "Jim Crow 2.0."&lt;br /&gt;&lt;br /&gt;I'll remind everyone watching to reflect back on the same language that was used when Georgia instituted election integrity provisions in 2021.&lt;br /&gt;&lt;br /&gt;And we can actually look, because the state of Georgia operated two significant elections since then and&amp;nbsp;voter participation remained high.&lt;br /&gt;&lt;br /&gt;The University of Georgia conducted a significant survey to determine how did people experience the election in the state of Georgia.&lt;br /&gt;&lt;br /&gt;And what they found was people had a positive experience of how that election was conducted across all key demographic groups.&lt;br /&gt;&lt;br /&gt;And the survey found statistically, 0% of blacks had a "poor" or "negative" voting experience in the state of Georgia.&lt;br /&gt;&lt;br /&gt;&lt;strong&gt;Making sure that it's easy to vote and hard to cheat is a core principle.&lt;br /&gt;&lt;br /&gt;As we instill election integrity in our system, we will see more people participating because they will have faith in our elections.&lt;/strong&gt;&lt;br /&gt;&lt;br /&gt;I encourage my colleagues to vote in favor of S.1383, the SAVE America Act.&lt;/em&gt;&lt;br /&gt;&amp;nbsp;&lt;/p&gt;

&lt;p&gt;&lt;strong&gt;Mr. T. Russ Nobile:&lt;/strong&gt;&amp;nbsp;Yeah,&amp;nbsp;it's&amp;nbsp;not just us. The Court of Appeals for the Fifth Circuit said that. So,&amp;nbsp;we've&amp;nbsp;been litigating this for five years.&amp;nbsp;When&amp;nbsp;Congress enacted the first election integrity provision in the history of&amp;nbsp;Article&amp;nbsp;II, it enacted election day. And in all times, election day ended on election day. But in the last 15 years,&amp;nbsp;there's&amp;nbsp;been this activist effort to get state legislators to extend ballot&amp;nbsp;receipt&amp;nbsp;deadlines in a way that, frankly, makes elections disorderly and unreliable and suspicious. And&amp;nbsp;it's&amp;nbsp;radically reduced public trust in elections. And for the last 15 years,&amp;nbsp;we've&amp;nbsp;been suffering through two weeks of post-election uncertainty because people&amp;nbsp;aren't&amp;nbsp;just getting their ballots returned in time. And frankly, the denominator of&amp;nbsp;ballots outstanding&amp;nbsp;continues to increase, which when people go to bed at night, they need to know how many ballots are outstanding. They need to know&amp;nbsp;how many ballots are left to be counted, and they&amp;nbsp;don't&amp;nbsp;need to wake up three days later and find out&amp;nbsp;there's&amp;nbsp;an&amp;nbsp;additional&amp;nbsp;150,000 ballots coming in. So,&amp;nbsp;it's&amp;nbsp;just, frankly, radically undermining elections.&amp;nbsp;&lt;/p&gt;

Morgan Griffith (VA-09):&lt;/strong&gt;&amp;nbsp;I agree with my colleagues. All American citizens should have the right to vote. I do, however, disagree that the desire to have all Americans being able to vote has been bipartisan in the past. Having been a child during the Jim Crow era, I can assure you that the Make Elections Great Again bill is not Jim&amp;nbsp;Crow. But&amp;nbsp;let's&amp;nbsp;talk about Jim&amp;nbsp;Crow in Virginia.&amp;nbsp;In 1902,&amp;nbsp;the Virginia&amp;nbsp;Constitution was rewritten by Democrats. They&amp;nbsp;didn't&amp;nbsp;take it to the people to vote on it. They just did. It assembled in Richmond. And the concept was,&amp;nbsp;everybody will recall,&amp;nbsp;to&amp;nbsp;disenfranchise&amp;nbsp;African Americans. But what people&amp;nbsp;don't&amp;nbsp;recall is it was also to&amp;nbsp;disenfranchise&amp;nbsp;poor white Republican voters in the western part of the state, the very part of the state that I now have the&amp;nbsp;great pleasure&amp;nbsp;and&amp;nbsp;am&amp;nbsp;proud to&amp;nbsp;represent. It was done to take them out of the voting rolls, too, because the Republican populist coalition was challenging the dominant Democrats in the state, and the Democrat party did that, led by E.&amp;nbsp;Carter&amp;nbsp;Glass of&amp;nbsp;Lynchburg, Virginia. And it would take some time to break that coalition up. And you know what it was, Mr.&amp;nbsp;Chairman? It was the federal government interfering, according to all the Democrat politicians of the time, interfering in the states and telling them you can't continue to run your elections with poll taxes,&amp;nbsp;with complex, subjective registration processes and having quote unquote, an understanding clause, making sure that people understood what was going on in the election that broke that up in the&amp;nbsp;mid 60s. And guess what followed that?&amp;nbsp;The election of the first Republican governor since&amp;nbsp;Reconstruction in 1969. I&amp;nbsp;participated&amp;nbsp;in that election not as a voter, but as somebody working out there in the hustings. Yeah, I was a weird kid. And I remember the debate between the mountain valley Republicans and the Democrats who controlled everything and who&amp;nbsp;didn't&amp;nbsp;want blacks and poor whites from the western part of the state actively&amp;nbsp;participating.&amp;nbsp;So&amp;nbsp;I&amp;nbsp;assure&amp;nbsp;you, Mr.&amp;nbsp;Chairman, your bill is not Jim&amp;nbsp;Crow.&amp;nbsp;I've&amp;nbsp;got to tell you, it was an interesting time to live in, and&amp;nbsp;I'm&amp;nbsp;glad&amp;nbsp;it's&amp;nbsp;passed. Mary Miller (IL-15):&lt;/strong&gt;&amp;nbsp;Representative Bollin, what steps would you like Congress to take to ensure that states like Michigan and Illinois are fulfilling their responsibilities under federal law to&amp;nbsp;maintain&amp;nbsp;clean and&amp;nbsp;accurate&amp;nbsp;voter rolls?&amp;nbsp;&lt;br /&gt;&lt;br /&gt;&lt;strong&gt;The Honorable Ann Bollin:&lt;/strong&gt;&amp;nbsp;One is I do think we need to&amp;nbsp;establish,&amp;nbsp;kind of reset&amp;nbsp;these universal base standards. Number one. Number two is&amp;nbsp;I do think that the post-election audits&amp;nbsp;would&amp;nbsp;help&amp;nbsp;in this regard, the list maintenance. And I think that we should be working in concert with the Michigan legislature,&amp;nbsp;at the federal level as well, to make sure that these records are turned over. And the responsibility, you know, in Michigan, we have very decentralized&amp;nbsp;elections. And&amp;nbsp;while&amp;nbsp;the&amp;nbsp;Secretary of&amp;nbsp;State wants to take over much of this, we do need partners in this. And I do think that&amp;nbsp;that's&amp;nbsp;what this&amp;nbsp;Act can do is, again, relegate the authority back to our locals and have the assurance. And if there is funding, I think the funding should be tied to compliance. And unfortunately, I mean, I know we&amp;nbsp;don't&amp;nbsp;want to tie fundings, but as the chair of appropriations&amp;nbsp;especially in split government,&amp;nbsp;these are common sense reforms. These are not partisan reforms. We should all be on board trying to allow people to vote. And how has that happened?&amp;nbsp;That's&amp;nbsp;accurate&amp;nbsp;voter rolls&amp;nbsp;and&amp;nbsp;verification.&amp;nbsp;&lt;/p&gt;

&lt;p&gt;&lt;em&gt;Chairwoman Foxx, Ranking Member McGovern, Members of the Committee, thank you for inviting me to testify today in support of S.1383, the SAVE America Act.&amp;nbsp;&lt;br /&gt;&lt;br /&gt;I would like to thank my colleague, Chip Roy, for his work on this important legislation, and his collaboration as we worked to get this bill to its final form.&amp;nbsp;&lt;br /&gt;&lt;br /&gt;I would also like to thank Speaker Johnson, Majority Leader Scalise, Whip Emmer, their teams, and our Committee staff for all the time and resources dedicated to preparing this bill for the floor. &amp;nbsp;&lt;br /&gt;&amp;nbsp;&lt;br /&gt;In front of the Committee today is a Rules Committee print, or RCP, which is still the SAVE America Act. &amp;nbsp;&lt;br /&gt;&lt;br /&gt;We are still implementing a documentary proof of citizenship and voter ID requirement.&amp;nbsp;&lt;br /&gt;&lt;br /&gt;The RCP clarified the voter ID language from the original text.&amp;nbsp;&lt;br /&gt;&lt;br /&gt;Now, I have also submitted a manager&amp;rsquo;s amendment with a few additional changes:&amp;nbsp;&lt;br /&gt;&lt;br /&gt;First, deployed service members, or absent uniformed voters, their spouses and their dependents under UOCAVA, are exempt from the SAVE America Act.&amp;nbsp;&lt;br /&gt;&lt;br /&gt;And second, the Manager&amp;rsquo;s amendment makes the SAVE America Act effective upon enactment. &amp;nbsp;&lt;br /&gt;&lt;br /&gt;This legislation is an enhanced version of previous legislation, the SAVE Act, which passed the House on a bipartisan basis last April, but to date, has not been taken up by our colleagues in the Senate.&amp;nbsp;&lt;br /&gt;&lt;br /&gt;Now, thanks to the collaboration of Senator Mike Lee and Representative Chip Roy, the bill is even stronger.&amp;nbsp;&lt;br /&gt;&lt;br /&gt;The SAVE America Act is commonsense, and it does two main things:&amp;nbsp;&lt;br /&gt;&lt;br /&gt;One &amp;ndash; it requires photo ID to vote.&amp;nbsp;&lt;br /&gt;&lt;br /&gt;And two &amp;ndash; it requires states to confirm U.S. citizenship when someone first registers to vote.&amp;nbsp;&lt;br /&gt;&lt;br /&gt;Let&amp;rsquo;s address the need for citizenship verification first.&amp;nbsp;&lt;br /&gt;&lt;br /&gt;Under President Biden, over ten million illegal aliens poured into our country.&amp;nbsp;&lt;br /&gt;&lt;br /&gt;We know it&amp;rsquo;s illegal for noncitizens to vote in federal elections in the United States.&amp;nbsp;&lt;br /&gt;&lt;br /&gt;The bill in front of us today is about enforcing the law.&amp;nbsp;&lt;br /&gt;&lt;br /&gt;Under current law, citizenship verification is just checking a box.&amp;nbsp;&lt;br /&gt;&lt;br /&gt;What&amp;rsquo;s to stop a noncitizen from claiming they&amp;rsquo;re a citizen and registering to vote?&amp;nbsp;&lt;br /&gt;&lt;br /&gt;The current law is not strong enough.&amp;nbsp;&lt;br /&gt;&lt;br /&gt;The lack of safeguards under current law and reports of noncitizens casting ballots undermines Americans&amp;rsquo; confidence in our elections.&amp;nbsp;&lt;br /&gt;&lt;br /&gt;Under the SAVE America Act, states will need to obtain documentary proof of U.S. citizenship when registering new individuals to vote in a federal election.&amp;nbsp;&lt;br /&gt;&lt;br /&gt;Now let&amp;rsquo;s touch on voter ID. &amp;nbsp;&lt;br /&gt;&lt;br /&gt;Currently, only 36 states require a form of ID when someone casts a ballot.&amp;nbsp;&lt;br /&gt;&lt;br /&gt;Requiring photo identification&amp;nbsp;is commonsense.&amp;nbsp;&lt;br /&gt;&lt;br /&gt;That&amp;rsquo;s why it&amp;rsquo;s popular! &amp;nbsp;&lt;br /&gt;&lt;br /&gt;It&amp;rsquo;s time we make this standard. &amp;nbsp;&lt;br /&gt;&lt;br /&gt;Now, some of our colleagues may say this is &amp;ldquo;voter suppression&amp;rdquo; or &amp;ldquo;Jim Crow 2.0.&amp;rdquo;&amp;nbsp;&lt;br /&gt;&lt;br /&gt;It's not the first time we&amp;rsquo;ve heard this argument. &amp;nbsp;&lt;br /&gt;&lt;br /&gt;In 2021, when the state of Georgia passed their comprehensive election integrity law, Democrats and the mainstream media decried the bill. &amp;nbsp;&lt;br /&gt;&lt;br /&gt;Former President Joe Biden called it, you guessed it, &amp;ldquo;Jim Crow 2.0.&amp;rdquo;&amp;nbsp;&lt;br /&gt;&lt;br /&gt;The&amp;nbsp;allegations were false.&amp;nbsp;&lt;br /&gt;&lt;br /&gt;Georgia has now held two statewide elections since passage of their election integrity law.&amp;nbsp;&lt;br /&gt;&lt;br /&gt;Turnout has actually been incredibly high.&amp;nbsp;&lt;br /&gt;&lt;br /&gt;A University of Georgia survey found 95% of voters reported an &amp;ldquo;excellent&amp;rdquo; or &amp;ldquo;good&amp;rdquo; experience voting in the 2022 midterm. &amp;nbsp;&amp;nbsp;&lt;br /&gt;&lt;br /&gt;The statements by my colleagues across the aisle are misguided. &amp;nbsp;&amp;nbsp;&lt;br /&gt;&lt;br /&gt;It&amp;rsquo;s an insult to the intelligence of the American people.&amp;nbsp;&lt;br /&gt;&lt;br /&gt;The SAVE America Act has safeguards to make sure every eligible U.S. citizen can cast a ballot. &amp;nbsp;&lt;br /&gt;&lt;br /&gt;If a voter forgets their necessary ID on Election Day, they can still cast a provisional ballot. &amp;nbsp;&lt;br /&gt;&lt;br /&gt;The bill also has a specific section addressing &amp;ldquo;name discrepancies&amp;rdquo; so that no eligible voter is disqualified due to a name change.&amp;nbsp;&lt;br /&gt;&lt;br /&gt;This bill takes a strong piece of legislation, the SAVE Act, and makes it even stronger in the SAVE America Act.&lt;br /&gt;&lt;br /&gt;It&amp;rsquo;s time that Congress ensures the integrity of our elections.&amp;nbsp;&lt;br /&gt;&lt;br /&gt;It&amp;rsquo;s commonsense legislation.&amp;nbsp;&lt;br /&gt;&lt;br /&gt;I thank you all, and I look forward to your questions.&amp;nbsp;&lt;/em&gt;&lt;/p&gt;

&lt;p&gt;&lt;em&gt;Article 1, Section 4 of the Constitution grants states the power to regulate the &amp;ldquo;time, place, and manner&amp;rdquo; of federal elections.&amp;nbsp;&lt;/em&gt;&lt;br /&gt;&lt;br /&gt;&lt;em&gt;However, the Constitution also gives Congress the power to make or alter those regulations at any time.&amp;nbsp;&lt;/em&gt;&lt;br /&gt;&amp;nbsp;&lt;br /&gt;&lt;em&gt;Federal election law was last updated in 2009.&amp;nbsp;&lt;br /&gt;&lt;br /&gt;In the years since, voter confidence has dropped.&amp;nbsp;&lt;/em&gt;&lt;br /&gt;&lt;br /&gt;&lt;em&gt;The Biden Administration&amp;rsquo;s failed immigration policies resulted in over ten million illegal aliens pouring into our country during that time period. &amp;nbsp;&lt;/em&gt;&lt;br /&gt;&lt;br /&gt;&lt;em&gt;Some states send every registered voter a ballot.&lt;/em&gt;&amp;nbsp;&lt;br /&gt;&lt;br /&gt;&lt;em&gt;Fourteen don&amp;rsquo;t require a photo ID to vote.&amp;nbsp;&lt;/em&gt;&lt;br /&gt;&lt;br /&gt;&lt;em&gt;This is why Congress must implement commonsense election integrity reforms.&amp;nbsp;&lt;/em&gt;&lt;br /&gt;&amp;nbsp;&lt;br /&gt;&lt;em&gt;That&amp;rsquo;s why I introduced the Make Elections Great Again, or MEGA, Act.&amp;nbsp;&lt;/em&gt;&lt;br /&gt;&lt;br /&gt;&lt;em&gt;Here&amp;rsquo;s the topline: &amp;nbsp;&lt;/em&gt;&lt;br /&gt;&lt;br /&gt;&lt;em&gt;Elections should end on Election Day.&amp;nbsp;&lt;/em&gt;&lt;br /&gt;&amp;nbsp;&lt;br /&gt;&lt;em&gt;You should need a photo identification&amp;nbsp;to cast a ballot.&amp;nbsp;&lt;/em&gt;&lt;br /&gt;&amp;nbsp;&lt;br /&gt;&lt;em&gt;You must be a citizen of the United States of America to vote in a federal election.&lt;/em&gt;&amp;nbsp;&lt;br /&gt;&amp;nbsp;&lt;br /&gt;&lt;em&gt;We need auditable paper ballots.&amp;nbsp;&lt;/em&gt;&lt;br /&gt;&amp;nbsp;&lt;br /&gt;&lt;em&gt;And we shouldn't be&amp;nbsp;sending ballots to people that don't request them.&lt;/em&gt;&amp;nbsp;&lt;br /&gt;&lt;br /&gt;&lt;em&gt;These reforms alone will improve voter confidence, strengthen election integrity, and continue to make it easy to vote, and hard to cheat.&amp;nbsp;&lt;/em&gt;&lt;br /&gt;&amp;nbsp;&lt;br /&gt;&lt;em&gt;This is a product of years of work and collaboration.&amp;nbsp;&lt;/em&gt;&lt;br /&gt;&amp;nbsp;&lt;br /&gt;&lt;em&gt;We&amp;rsquo;ve sought feedback from state and local election officials.&amp;nbsp;&lt;/em&gt;&lt;br /&gt;&lt;br /&gt;&lt;em&gt;We continue that dialogue here today.&amp;nbsp;&lt;/em&gt;&lt;br /&gt;&amp;nbsp;&lt;br /&gt;&lt;em&gt;Delays in election results weaken voter confidence.&amp;nbsp;&lt;/em&gt;&lt;br /&gt;&amp;nbsp;&lt;br /&gt;&lt;em&gt;Thousands of ballots can&amp;rsquo;t arrive days after Election Day, which is exactly what I witnessed&amp;nbsp; when I was at Los Angeles County&amp;nbsp;Central Count days after the November 2024 election.&amp;nbsp;&lt;/em&gt;&lt;br /&gt;&lt;br /&gt;&lt;em&gt;Noncitizens on voter rolls weakens voter confidence.&amp;nbsp;&lt;/em&gt;&lt;br /&gt;&lt;br /&gt;&lt;em&gt;We cannot allow someone to say they are a citizen simply by registering to vote by simply checking a box &amp;ndash; without any verification.&amp;nbsp;&lt;/em&gt;&lt;br /&gt;&lt;br /&gt;&lt;em&gt;For example, that&amp;rsquo;s exactly what Ian Roberts, an illegal alien, did when he registered to vote in Maryland.&amp;nbsp;&lt;/em&gt;&lt;br /&gt;&lt;br /&gt;&lt;em&gt;Stories like this undermine Americans&amp;rsquo; trust in our elections.&amp;nbsp;&lt;br /&gt;&lt;br /&gt;We&amp;rsquo;re here to fix that.&amp;nbsp;&lt;/em&gt;&lt;br /&gt;&amp;nbsp;&lt;br /&gt;&lt;em&gt;Today you may hear Democrats make outlandish claims about these commonsense policies.&amp;nbsp;&lt;/em&gt;&lt;br /&gt;&amp;nbsp;&lt;br /&gt;&lt;em&gt;Former Senate Majority Leader Chuck Schumer recently called these proposals "Jim Crow 2.0."&amp;nbsp;&lt;/em&gt;&lt;br /&gt;&amp;nbsp;&lt;br /&gt;&lt;em&gt;Leader Jeffries has repeatedly referred to these policies as &amp;ldquo;voter suppression.&amp;rdquo;&amp;nbsp;&lt;/em&gt;&lt;br /&gt;&amp;nbsp;&lt;br /&gt;&lt;em&gt;Those statements are false.&amp;nbsp;&lt;/em&gt;&lt;br /&gt;&amp;nbsp;&lt;br /&gt;&lt;em&gt;And the insult the intelligence of the American people. &amp;nbsp;&lt;/em&gt;&lt;br /&gt;&lt;br /&gt;&lt;em&gt;They're also the&amp;nbsp;exact same arguments were made when Georgia passed their election integrity law in 2021.&lt;/em&gt;&lt;br /&gt;&amp;nbsp;&lt;br /&gt;&lt;em&gt;As you may recall, major corporations took out full page ads in national newspapers decrying the bill.&amp;nbsp;&lt;/em&gt;&lt;br /&gt;&amp;nbsp;&lt;br /&gt;&lt;em&gt;Major League Baseball moved the All Star game out of Atlanta.&amp;nbsp;&lt;/em&gt;&lt;br /&gt;&lt;br /&gt;&lt;em&gt;President Biden called the Georgia law, you guessed it, "Jim Crow 2.0."&amp;nbsp;&lt;/em&gt;&lt;br /&gt;&lt;br /&gt;&lt;em&gt;Stacey Abrams, the twice failed Georgia gubernatorial candidate, never hesitated to call it voter "suppression."&lt;/em&gt;&lt;br /&gt;&lt;br /&gt;&lt;em&gt;They were wrong then, as&amp;nbsp;Democrats are wrong now.&amp;nbsp;&lt;/em&gt;&lt;br /&gt;&lt;br /&gt;&lt;em&gt;But in Georgia, the law passed.&amp;nbsp;&lt;/em&gt;&lt;br /&gt;&lt;br /&gt;&lt;em&gt;Georgia has held two statewide elections since.&amp;nbsp;&lt;/em&gt;&lt;br /&gt;&lt;br /&gt;&lt;em&gt;What does this tell us? We can look at the empirical data and the data tells a far different story than the Democrats would like us to do.&lt;/em&gt;&lt;br /&gt;&lt;br /&gt;&lt;em&gt;Let&amp;rsquo;s take a minute and&amp;nbsp;review what's taken place in Georgia.&lt;/em&gt;&amp;nbsp;&lt;br /&gt;&amp;nbsp;&lt;br /&gt;&lt;em&gt;Without objection, I&amp;rsquo;d like to insert three news articles into the record:&amp;nbsp;&lt;/em&gt;&lt;br /&gt;&amp;nbsp;&lt;br /&gt;&lt;em&gt;&amp;ldquo;Voting is surging in Georgia despite controversial new election law,&amp;rdquo; from the Washington Post - yes, the Washington Post.&lt;/em&gt;&lt;br /&gt;&amp;nbsp;&lt;br /&gt;&lt;em&gt;Axios: &amp;ldquo;Record breaking early voting in Georgia Senate runoff.&amp;rdquo; &amp;nbsp;&lt;/em&gt;&lt;br /&gt;&lt;br /&gt;&lt;em&gt;And Valdosta Today: &amp;ldquo;University of Georgia post-election poll dispels voter suppression myth.&amp;rdquo; &amp;nbsp;&lt;/em&gt;&lt;br /&gt;&lt;br /&gt;&lt;em&gt;All entered into the record - I encourage you to read them.&lt;/em&gt;&lt;br /&gt;&lt;br /&gt;&lt;em&gt;The independent Georgia survey referenced in the last article I think is really important to explore further.&lt;/em&gt;&lt;br /&gt;&lt;br /&gt;&lt;em&gt;The University of Georgia did a large and substantive review of the Georgia 2022 general election after the election integrity legislation was passed.&amp;nbsp;&lt;/em&gt;&lt;br /&gt;&amp;nbsp;&lt;br /&gt;&lt;em&gt;95% of voters reported an &amp;ldquo;excellent&amp;rdquo; or &amp;ldquo;good&amp;rdquo; in their experience in the election.&lt;/em&gt;&lt;br /&gt;&lt;br /&gt;&lt;em&gt;And that positive impression was across all key demographic groups - and that's important because, notably, 0% of Black voters reported a &amp;ldquo;poor&amp;rdquo; or negative experience in the state of Georgia statistically. &amp;nbsp;&lt;/em&gt;&lt;br /&gt;&amp;nbsp;&lt;br /&gt;&lt;em&gt;Additionally, 75% of voters waited less than 10 minutes in line to cast a ballot.&amp;nbsp;&lt;/em&gt;&lt;br /&gt;&lt;br /&gt;&lt;em&gt;What does all of this mean?&lt;/em&gt;&lt;br /&gt;&lt;br /&gt;&lt;em&gt;The commonsense reforms House Republicans are proposing today&amp;nbsp;will ensure it remains easy to vote, but hard to cheat. &amp;nbsp;&lt;/em&gt;&lt;br /&gt;&lt;br /&gt;&lt;em&gt;Elections should end on Election Day.&amp;nbsp;&lt;br /&gt;&amp;nbsp;&lt;br /&gt;You need a photo ID to cast a ballot.&amp;nbsp;&lt;br /&gt;&amp;nbsp;&lt;br /&gt;You must be a citizen to vote.&amp;nbsp;&lt;br /&gt;&amp;nbsp;&lt;br /&gt;You need an auditable paper trail.&amp;nbsp;&lt;/em&gt;&lt;br /&gt;&lt;br /&gt;&lt;em&gt;And you shouldn't mail a ballot to people that don't request them.&amp;nbsp;&lt;/em&gt;&lt;br /&gt;&lt;br /&gt;&lt;em&gt;These are commonsense,&amp;nbsp;that&amp;rsquo;s why they&amp;rsquo;re popular.&lt;br /&gt;&lt;br /&gt;It&amp;rsquo;s time we made them the standard in American elections.&amp;nbsp;&lt;br /&gt;&lt;br /&gt;Today, we have an opportunity to have this conversation and move forward on real and substantive election integrity in the United States.&lt;br /&gt;&amp;nbsp;&lt;br /&gt;I thank our witnesses for being here today and I look forward to our discussion.&amp;nbsp;&lt;/em&gt;&lt;/p&gt;

As we look back to a handful of years ago, there were significant delays as it relates to passports. Obviously, there's a role of the State Department and GPO - was part of that delay the result of GPO technology? Could you provide a little bit of color as to what that delay was and how some of that has already been solved in ways that GPO is analyzing a potential future increase in the demand for passports?&lt;/p&gt;
&lt;p&gt;&lt;strong&gt;The Honorable Hugh Halpern:&lt;/strong&gt;&amp;nbsp;Absolutely. So it's important to remember GPO produces the blank passports that State Department then adjudicates and personalizes. During my tenure, supply has never been a real issue in backlogs. That said, the State Department keeps increasing their orders. This year it's a record 27 million. We are on track to provide that number of passports this year to the State Department. We have boosted our capabilities to deliver passports to the processing centers in a timely fashion. So, for instance, we just opened up a new distribution facility adjacent to our Pueblo distribution facility, where we can ensure that West Coast processing facilities will be within one day's delivery time for passports, much like East Coast and Southern processing centers. So we continue to work with our State Department customer to make sure that we deliver the supplies they need.&lt;/p&gt;

As the Subcommittee on Modernization Chair, that's something that we are looking at. How do we, you know, properly and responsibly bring AI into the legislative discussion here and be able to utilize it? Our offices are actually adopting Microsoft Copilot to allow for speedy access to information through email or calendar review and utilizing AI. Talk a little bit about what you are doing on the AI front.&lt;br /&gt;&lt;br /&gt;&lt;strong&gt;The Honorable Hugh Halpern:&lt;/strong&gt;&amp;nbsp;It's probably not a lot different than what the House is doing, on the administrative side. So for instance, we are using Copilot&amp;nbsp;to help draft contract terms for our acquisitions professionals. Again, need a human being on the other side of that to make sure you're doing it right. I got a lot of lawyers who&amp;nbsp;also need to make sure we're getting this right because the cost on the other side, if we don't get it right, can be big. Things like that. Using it for internal administrative stuff. I will fully tell you when it comes time for annual reviews, and I get pages and pages and pages of stuff. I'm like, 'hey, Copilot, can you can you put this into a couple of paragraphs for me to stick in the form so that we capture this?' and it does a pretty good job of that.&amp;nbsp;We are also looking to use AI tools to help with our cataloging activities with the Federal Depository Library Program. We still need good, experienced librarians and catalogers to get that work done. But if we can, just like I was talking about with bills, if we can get the machine to do the more rudimentary, the sort of initial tasks and then free up our people to do the work that they need to do, that's really the best use of this technology.&lt;/p&gt;

Which brings me to the GPO's Model Context Protocol or the MCP. The Model Context Protocol is an open source standard that allows connecting artificial intelligence applications to external systems. So in short, the public can use this protocol to examine the troves of data and better understand government information. Can you share a little bit more about this development and as you share that, maybe explain in layman's terms so people can understand exactly what that what as you're describing, what you're doing, what it means.&lt;/p&gt;

&lt;p&gt;&lt;strong&gt;The Honorable Hugh Halpern:&lt;span class="Apple-converted-space"&gt;&amp;nbsp;&lt;/span&gt;&lt;/strong&gt;Sure.&amp;nbsp;So the Model Context Protocol, and I will preface this with I am not an expert in constructing APIs and these similar kinds of things, but I'll do my best. The Model Context Protocol is an avenue in for these other kinds of LLMs and other kinds of AI models so that they can utilize our repository of data and use it without having to constantly train on it ahead of time. So it's a lot more efficient, particularly for a data set that changes literally every day, multiple times a day. Every time we upload a new edition of the congressional record or a new group of bills that had been introduced the day before, that data set changes. But this enables us, this enables your AI tool, whether it's Claude or Gemini or ChatGPT or whatever, it gives those tools a route into our data set so that it can effectively query that data set, find the answers it's looking for, and then present that back.&amp;nbsp;Everybody was talking about, at the beginning of sort of this AI revolution, what chatbot are we going to adopt for GovInfo? And that's not the best use of our resources, because folks on the outside are going to be a lot smarter about this than we can be.&lt;span class="Apple-converted-space"&gt;&amp;nbsp;&lt;/span&gt;&lt;/p&gt;

&lt;p&gt;&lt;em&gt;Thank you, Ranking Member Morelle, Members of the Committee, and our witness for participating in today&amp;rsquo;s hearing.&amp;nbsp;&lt;br /&gt;&lt;br /&gt;This is the first full committee oversight hearing for GPO since 2020.&amp;nbsp;&lt;br /&gt;&lt;br /&gt;Our purpose here today is twofold. &amp;nbsp;&lt;br /&gt;&lt;br /&gt;First, to examine the current work of GPO, including successful initiatives and ongoing challenges.&amp;nbsp;&lt;br /&gt;&lt;br /&gt;Second, to discuss how the agency is adapting to the &amp;ldquo;digital-first era,&amp;rdquo; and evaluate what statutory reforms may be necessary.&amp;nbsp;&lt;br /&gt;&lt;br /&gt;Over its 165 years, the Government Publishing Office has effectively delivered on its mission to provide trusted information from the federal government to the American people. &amp;nbsp;&lt;br /&gt;&lt;br /&gt;Its vision is &amp;ldquo;America informed.&amp;rdquo;&amp;nbsp;&lt;br /&gt;&lt;br /&gt;When it first opened its doors, coincidentally the same day President Lincoln was inaugurated in 1861, GPO was directed to carry out printing authorized by Congress, federal agencies, and the courts.&amp;nbsp;&lt;br /&gt;&lt;br /&gt;Today, their role is broader.&amp;nbsp;&lt;br /&gt;&lt;br /&gt;Today, the 1,600 employees at GPO operate distribution centers nationwide to fulfill the publishing needs of every branch of government.&amp;nbsp;&lt;br /&gt;&lt;br /&gt;One great example is the passport book, which GPO has produced for the State Department for 100 years. &amp;nbsp;&lt;br /&gt;&lt;br /&gt;It also produces credentials for agencies and products used for presidential inaugurations and the State of the Union address. &amp;nbsp;&lt;br /&gt;&lt;br /&gt;As the agency plans to use the latest technologies, we&amp;rsquo;ll explore how GPO is adapting its business operations to meet customer needs.&amp;nbsp;&lt;br /&gt;&lt;br /&gt;Another example of GPO&amp;rsquo;s expanded mission is the Federal Depository Library Program. &amp;nbsp;&lt;br /&gt;&lt;br /&gt;Formally established by Congress in 1962, this program provides nationwide public access to government information by sharing published resources with a web of libraries across the country.&amp;nbsp;&lt;br /&gt;&lt;br /&gt;On top of that, in recent decades GPO has transformed its digital operations to continue meeting the people where they are.&amp;nbsp;&lt;br /&gt;&lt;br /&gt;One notable example is the website GovInfo, which GPO maintains to provide permanent public access to government information online. &amp;nbsp;&lt;br /&gt;&lt;br /&gt;At the start of this year, GPO announced they&amp;rsquo;d surpassed 15 billion retrievals of government information through&lt;span class="Apple-converted-space"&gt;&amp;nbsp;&lt;/span&gt;&lt;a href="https://urldefense.com/v3/__http://GovInfo.gov__;!!BSgrhSFG!G8F7hbbyyekbiVr5z70RggLE-vOcxnFdfaSkki5JvkKVMqL9Gq_vNLiHHElo_EgOyQjKN1z3Ts9NkIW1s94LpmbYLcuOCfPm9iTYmK_FTEqpP7rycjtTAddVRg$" title="https://urldefense.com/v3/__http://GovInfo.gov__;!!BSgrhSFG!G8F7hbbyyekbiVr5z70RggLE-vOcxnFdfaSkki5JvkKVMqL9Gq_vNLiHHElo_EgOyQjKN1z3Ts9NkIW1s94LpmbYLcuOCfPm9iTYmK_FTEqpP7rycjtTAddVRg$"&gt;GovInfo.gov&lt;/a&gt;. &amp;nbsp;&lt;br /&gt;&lt;br /&gt;Finally, as a Legislative Branch agency, GPO also ensures lawmakers can effectively do their job of representing the American people.&amp;nbsp;&lt;br /&gt;&lt;br /&gt;Some of their services to Congress include printing and publishing committee reports, reviewing and editing legislative text prior to online publication, and daily publication of the Congressional Record, which documents the proceedings and debates of this body for history. &amp;nbsp;&lt;br /&gt;&lt;br /&gt;While GPO has effectively performed and adapted to needs over its 165-year history, changes are undoubtedly necessary to keep pace with the private sector, to ensure we meet the evolving needs of our government, and to continue serving the American people. &amp;nbsp;&lt;br /&gt;&lt;br /&gt;In today&amp;rsquo;s digital-first era, the work of the GPO has become more critical than ever - both for the&amp;nbsp;institution, and for government as a whole. &amp;nbsp;&lt;br /&gt;&lt;br /&gt;Thank you for being here today and I look forward to hearing your testimony, Director Halpern.&amp;nbsp;&lt;/em&gt;&lt;/p&gt;
