Subcommittee on Modernization and Innovation Officially Requests Funding for New Modernization Initiatives
July 28, 2025
WASHINGTON: Today, Subcommittee on Modernization and Innovation Chairwoman Stephanie Bice (OK-05) and Ranking Member Norma Torres (CA-35) announced three new modernization projects the Subcommittee has recommended for Modernization Initiatives Account (MIA) funding.
The Subcommittee has requested MIA funding for discovery work on a CMS Innovation Project to create a dynamic data platform and vendor ecosystem designed to modernize how Members engage and interact with their constituents. Funding was also recommended for discovery work on a Committee Archiving Project and for a House Sergeant at Arms (HSAA) WebEOC Modernization Project. Both projects will considerably improve outdated legacy systems and make House operations more efficient.
"The CMS Innovation Project will greatly improve the connection between Members and their constituents by providing Member offices with innovative technologies to enable better communication," said Chairwoman Bice. "Updating obsolete systems to meet today’s needs will also help the House work better for the American People and that’s exactly what the Committee Archiving Project and the HSAA Project will do.”
“We need to ensure the modernization of Congress keeps pace with evolving technology,” said Ranking Member Torres. “That’s why I’m proud to work with my colleagues on projects like the Content Management System Innovation Project, which will make it easier for Members to serve their constituents and get things done.”
Background:
The MIA was established in the FY 2021 Appropriations Act to fund initiatives to modernize House operations.
Funding for these three modernization initiatives is subject to the approval of the House Appropriations Legislative Branch Subcommittee and the House Appropriations Committee.
