House Passes Committee on House Administration Measures by Voice Vote

Washington - Today, the U.S. House of Representatives passed five Committee on House Administration measures by voice vote.
Background:
H.R. 9488, the Secure Handling of Internet Electronic Donations (SHIELD) Act, will strengthen donor verification standards for political committees by prohibiting political committees from accepting online contributions from credit or debit cards without the disclosure of the card verification value, or CVV, and billing address associated with the card. It will also prohibit political committees from accepting contributions from prepaid or gift cards and strengthen existing law that prohibits individuals from making a contribution in someone else's name.

H.R. 9489, the Advisory Committee on the Records of Congress Sunset Act, will sunset the Advisory Committee on the Records of Congress Act, which was created in 1990 to assist with congressional records management and preservation. The advisory committee would be replaced by a reporting requirement for the House, Senate and Center for Legislative Archives which will save taxpayer dollars by avoided repetitive meetings.

H.R. 9487, the House Office of Legislative Counsel Modernization Act, addresses a need raised by the Legislative Counsel team to help manage their team of experts. The legislation will allow the designation of more than one deputy legislative counsel and allow designation of one deputy to serve in a leadership role should the lead Legislative Counsel position be vacant.

H.R. 6394, the Semiquincentennial Congressional Time Capsule Act, will authorize a time capsule to be buried on the Capitol Grounds to mark the nation’s Semiquincentennial. ?The capsule would remain sealed until July 2, 2276, the nation’s 500th anniversary.?

S. 932, the No CORRUPTION Act, will halt annuity payments for Members of Congress sentenced for public corruption charges. This includes charges of bribery of public officials and witnesses, acting as an agent of a foreign principal, or engaging in conspiracy to commit an offense or defraud the United States.? Under current law, a Member of Congress who is convicted on public corruption charges is prohibited from receiving their congressional pension.??That said, the Member may continue receiving pension payments while appealing their conviction.??The No CORRUPTION Act addresses this gap and will withhold pension payments immediately upon conviction.?
