WASHINGTON - Committee on House Administration Chairman Bryan Steil (WI-01) released a statement following the passage of the Secure Handling of Internet Electronic Donations (SHIELD) Act.

"American elections should always be free from foreign influence," Chairman Steil said. "The SHIELD Act will help ensure that is the case by strengthening donor verification standards for political committees. I would like to thank the legislation's co-sponsors as well as my Democratic colleagues for making this a bipartisan effort."

Background:

The House passed the Secure Handling of Internet Electronic Donations (SHIELD) Act today by voice vote.

The SHIELD Act:

  • Prohibits political committees from accepting online contributions from debit or credit cards without the disclosure of the card verification value, or CVV, and the billing address associated with the card.

  • Prohibits political committees from accepting contributions from prepaid cards like those bought over the counter.

  • Strengthens existing law that prohibits individuals from making a contribution in the name of another.
