WASHINGTON - Today, the Committee on House Administration announced trainings are available online for the Election Observer Program. The program deploys Congressional staff as Observers to election sites across the country to record first-hand, factual information to be used during contested elections.

"The Election Observer Program has been a key piece of the Committee's efforts to restore faith in our elections," Chairman Steil said. "With this training, members of the House of Representatives and candidates can trust that congressional staff will be well-prepared and dedicated to ensuring the election process is conducted fairly."

"The Election Observer Program is an important bipartisan initiative that helps ensure our elections are conducted with the highest level of integrity, transparency, and fairness," Speaker Mike Johnson said. "For decades, this program has helped deliver impartial oversight on federal election procedures and reassured the American people that the electoral process remains fair and free. I hope my colleagues from both sides of the aisle will continue their support for this program."

Background:

H.R. 6513, the Confirmation Of Congressional Observer Access Act (COCOA Act), provides a statutory citation for the long-running Election Observer Program, ensuring that congressional observers have full access to congressional election administration processes.

The Committee on House Administration reported favorably the COCOA Act by bipartisan voice vote. The bill passed the House by voice vote on September 9, 2024.
