• H.Res.___, a resolution requiring each employing office of the House of Representatives to adopt an anti-harassment and anti-discrimination policy for the office’s workplace, establishing the Office of Employee Advocacy to provide legal assistance and consultation to employees of the House regarding procedures and proceedings under the Congressional Accountability Act of 1995, and for other purposes

Previewing the markup, Chairman Harper said: “Throughout the Committee’s review of harassment and discrimination in the congressional workplace, our bipartisan group of Members worked to identify reforms that strengthen the Congressional Accountability Act. The original CAA Reform Act has been split into two measures that the Committee will markup in order to institute these needed reforms in the most expedient manner possible. The CAA Reform Act brings more transparency, accountability, and stronger protections for employees. In addition to the reforms the CAA Reform Act makes to the CAA, the Resolution will allow the House to immediately adopt administrative reforms, including the creation of the office where employees will access dedicated legal representation. The House Resolution will also require Members to certify that no Members Representational Allowance funds are used for any settlements in connection with conduct prohibited under the CAA.
“The Committee held two hearings with experts on these topics, listening sessions with Members, a roundtable with stakeholders, as well as meeting with victims’ advocates. We believe these comprehensive reforms will provide a positive change of culture within the Congress, and improve the overall process of both preventing and reporting any harassment in the future. I thank my colleagues for their dedication to crafting these reforms and look forward to seeing them enacted for the betterment of our congressional community.”
